Mizoram Reaches Full Functional Literacy

Hon’ble Chief Minister of Mizoram, Shri Lalduhoma, announced on May 20, 2025, that Mizoram has officially achieved full literacy, making it the first state in India to reach this significant milestone. This announcement was made during a special event in Aizawl, attended by key dignitaries, including Shri Jayant Chaudhary, Minister of State for Education. The achievement reflects the state’s commitment to education and community involvement, culminating in a literacy rate exceeding 95%, as defined by the Ministry of Education.

Historic Declaration of Full Literacy

The declaration of Mizoram as a fully literate state marks a pivotal moment in its educational history. The announcement was made during a ceremony held at Mizoram University’s auditorium, where various dignitaries gathered to celebrate this achievement. Among the attendees were Shri Jayant Chaudhary, the Minister of State for Skill Development and Education, and Dr. Vanlalthlana, the Minister of School Education in Mizoram. The event highlighted the collaborative efforts of government officials, educators, and students in promoting literacy across the state.

Mizoram, which became a state in 1987, has made remarkable strides in education over the years. According to the 2011 Census, the state had a literacy rate of 91.33%, ranking third in India. This strong foundation paved the way for the implementation of the ULLAS – Nav Bharat Saaksharta Karyakram, aimed at educating the remaining non-literate individuals in the state.

Community Efforts and Volunteerism

A door-to-door survey conducted by Cluster Resource Centre Coordinators (CRCCs) in August and September 2023 identified 3,026 individuals who were still non-literate. Out of these, 1,692 individuals actively participated in teaching and learning activities. This community-driven initiative played a crucial role in helping Mizoram surpass the full literacy threshold, achieving a literacy rate of 98.20% as per the latest PFLS survey for 2023-24.

The success of this initiative can be attributed to the dedication of 292 volunteer teachers, including students and educators, who stepped forward to support the cause. Their commitment, guided by the Mizo cultural value of duty, significantly contributed to the state’s educational advancement. The collaborative spirit of the community exemplifies the importance of collective effort in achieving educational goals.

ULLAS – Nav Bharat Saaksharta Karyakram

The ULLAS – Nav Bharat Saaksharta Karyakram, also known as the New India Literacy Programme, is a centrally sponsored initiative launched to enhance literacy among adults aged 15 and above who missed formal schooling. This program, aligned with the National Education Policy (NEP) 2020, encompasses five key components: Foundational Literacy and Numeracy, Critical Life Skills, Basic Education, Vocational Skills, and Continuing Education.

Since its inception, the ULLAS scheme has seen over 1.77 crore learners participate in the Foundational Literacy and Numeracy Assessment Test (FLNAT). Additionally, more than 2.37 crore learners and 40.84 lakh volunteer teachers have registered on the ULLAS Mobile app. The program aims to empower citizens through education, fostering a literate society where every individual can contribute meaningfully.
