Manufacturing and Electricity Sectors Expected to Gain Importance in New IIP Series

The Indian government is set to revamp its Index of Industrial Production (IIP) by transitioning to a chain-based series with annual resets. This overhaul will include a new base year of 2022-23, replacing the current base year of 2011-12. Key changes will see an increase in the weights assigned to electricity and manufacturing sectors, while the mining sector will experience a reduction in its weightage. The updated series is scheduled for release by the Ministry of Statistics and Programme Implementation on May 28.

Changes in Weightage for Key Sectors

The upcoming revision of the IIP will significantly alter the weightage assigned to various sectors. The electricity sector’s weight will rise from approximately 8% to 11.5%, reflecting its growing importance in the industrial landscape. Meanwhile, the manufacturing sector will see its weight increase from 77.6% to 79%. In contrast, the mining sector’s weight will decrease from 14.4% to around 11%. This shift highlights the changing dynamics of industrial production in India, where electricity generation has outpaced growth in mining over the past decade. Gaura Sengupta, chief economist at IDFC First Bank, noted that the new IIP series will better capture these evolving production patterns.

Introduction of Chain-Based Series

The new IIP series will adopt a chain-based methodology, allowing for annual revisions of sectoral and industry weights. This approach contrasts with the current fixed base year system, which does not adequately account for emerging industries or changes in production lines until a base year revision occurs. The chain-based system aims to provide a more accurate reflection of the industrial sector’s changes. P C Mohanan, former acting chairman of the National Statistical Commission, emphasized that the fixed base methodology struggles to incorporate the emergence of new firms or the closure of existing factories, making the chain-based approach a more responsive alternative.

Impact on Manufacturing Industries

Manufacturing, which constitutes nearly a quarter of the IIP, will also see a reallocation of weights among its various industries. Sectors such as pharmaceuticals, rubber, motor vehicles, beverages, food products, and chemicals are expected to gain weightage in the new series, indicating their growing significance in the industrial sector. Conversely, industries related to printing and reproduction of recorded media, as well as the manufacture of coke, are likely to experience a reduction in their weightage. These adjustments reflect the ongoing transformation within the manufacturing landscape, as certain industries gain prominence while others decline.

Broader Implications for Economic Indicators

The revision of the IIP is part of a broader initiative by the Ministry of Statistics and Programme Implementation to update various macroeconomic indicators, including the Consumer Price Index (CPI) and Gross Domestic Product (GDP). By aligning these indicators with current economic realities, the government aims to enhance the accuracy and relevance of economic data. The updated IIP series is expected to provide valuable insights into the growth or contraction of industrial activity, serving as a crucial high-frequency indicator for policymakers and analysts alike. As the release date approaches, stakeholders will be keenly observing how these changes will influence economic assessments and strategies moving forward.
