Lok Sabha Speaker Advocates for Improved Efficiency in Legislatures Through Management

Lok Sabha Speaker Om Birla emphasized the need for enhanced efficiency in legislative bodies during the Annual Conference of the Commonwealth Parliamentary Association (CPA) India Region, Zone II, held in Dharamshala on June 30, 2025. He called for the adoption of innovative technologies, including Artificial Intelligence (AI), to improve governance and transparency. Birla urged state legislatures to collaborate and share best practices to better serve their constituents and strengthen democratic institutions.
Embracing Technological Innovations
During his address, Speaker Om Birla highlighted the extensive use of technological innovations, particularly AI, within the Indian Parliament. He expressed the Parliament’s willingness to share these advancements with state legislatures to enhance transparency and accountability in governance. By leveraging technology, Birla believes that legislative bodies can improve their efficiency and better address the needs of their constituents. He encouraged state legislatures to adopt similar innovations to foster a culture of openness and responsiveness in their operations.
One Nation One Legislative Platform
Birla also referenced the ongoing โOne Nation One Legislative Platformโ initiative, championed by Prime Minister Narendra Modi. He expressed optimism that by 2026, this initiative would create a unified platform for all state legislatures, facilitating seamless information exchange regarding legislative discussions, budgets, and initiatives. This platform aims to promote healthy competition and innovation among state legislatures, ultimately benefiting the public. Birla’s vision is to create a more interconnected legislative framework that enhances collaboration and efficiency across the country.
Strengthening Democratic Institutions
In his remarks, Birla urged elected representatives at all levels, from local councils to state assemblies, to transform their institutions into hubs of dialogue and innovation. He underscored the importance of making democratic institutions more effective and transparent, especially given India’s status as the world’s largest democracy. Quoting Dr. B.R. Ambedkar, he emphasized that the success of any institution relies on the conduct of its members. Birla called for fostering constructive discussions and well-reasoned arguments to enhance the prestige of both individuals and institutions.
Historical Significance and Future Aspirations
Birla acknowledged Himachal Pradesh’s rich democratic heritage, recalling that the first Presiding Officersโ Conference took place in Shimla in 1921. He praised the Himachal Vidhan Sabha for becoming the first paperless Legislative Assembly in India, highlighting the state’s commitment to modern governance. The Speaker expressed hope that the conference would inspire new ideas and perspectives, empowering elected representatives to better serve the public. Dignitaries, including Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu and Deputy Chairman of Rajya Sabha Harivansh, also participated in the inaugural session, emphasizing the collaborative spirit of the event.
