Launch of PMeVIDYA DTH Channel for Indian Sign Language
In a significant move towards inclusivity in education, Union Minister for Education, Shri Dharmendra Pradhan, inaugurated the PMeVIDYA DTH 24×7 Channel No. 31 dedicated to Indian Sign Language (ISL) in New Delhi. This initiative aims to enhance educational opportunities for individuals with hearing impairments. The event was graced by several dignitaries, including Shri Jayant Chaudhary, the Union Minister of State for Skill Development and Entrepreneurship, and various officials from the education sector. The launch of this channel marks a pivotal step in promoting ISL as a vital medium of communication and education for the hearing-impaired community in India.
Expanding the Scope of Disabilities
During his address, Shri Pradhan emphasized the recent expansion of recognized disabilities from seven to twenty-one. This change reflects a more comprehensive legal framework aimed at supporting individuals with diverse needs. The National Education Policy 2020 (NEP) has prioritized the education of Children with Special Needs (CwSN), indicating a significant shift towards an inclusive education system. This policy aims to ensure that all children, regardless of their disabilities, receive quality education tailored to their needs.
Shri Pradhan underscored the importance of Indian Sign Language as a critical communication tool. He pointed out that sound is not the only medium for communication, and alternative forms, such as sign language, are essential for ensuring equal opportunities. He called for the development of ISL to meet global standards, envisioning a future where more individuals learn ISL to support the hearing-impaired population. This initiative not only aims to enhance communication but also to create employment opportunities for individuals proficient in ISL.

Shri Jayant Chaudhary commended the initiative, describing it as a milestone in India’s journey towards inclusivity. He acknowledged the commendable work of the PM eVidya Team and emphasized the importance of a rights-oriented framework for individuals with disabilities. The transition from the People with Disability Act to the Rights of Persons with Disabilities Act reflects the government’s commitment to this cause.
Chaudhary stressed the need to identify disabilities among school children to provide them with the necessary support. This proactive approach aims to prevent adverse impacts on learning outcomes and reduce dropout rates. He also highlighted the effort to standardize regional languages for ISL, with over 10,000 words already standardized. Encouraging everyone to learn ISL, he emphasized the importance of using tools to address hearing impairments without stigma, enabling individuals with hearing disabilities to participate equally in society.
A Comprehensive Educational Resource
The PMeVIDYA DTH Channel No. 31 is designed to be a comprehensive educational resource. It will provide learning content for school children, teachers, and other stakeholders in areas such as career guidance, skill training, and mental health. The channel aims to promote ISL as a language subject, similar to Hindi and English, making it accessible to a broader audience. Additionally, the content will be available on YouTube, further expanding its reach.
The launch event featured participation from hearing-impaired children, special educators, and organizations dedicated to mainstreaming the hearing-impaired community. The attendees showcased their talents by rendering the National Anthem in Sign Language and presenting a skit. A short film highlighting the achievements of individuals with hearing impairments was also screened, emphasizing the potential within this community.
This initiative aligns with the objectives of the National Education Policy 2020, which advocates for the promotion of Indian Sign Language to foster a more inclusive educational environment. By standardizing ISL across the country and developing curriculum materials, the government aims to ensure that no child is left behind in the educational system.
