Key Facts Disclosed from Bihar SIR to Date

In Bihar, preparations are ramping up for the upcoming electoral roll draft, set to be published on August 1, 2025. Authorities are mobilizing nearly 1 lakh Booth Level Officers (BLOs), 4 lakh volunteers, and 1.5 lakh Block Level Agents (BLAs) from all major political parties to ensure that every eligible voter is included. The election officials are actively reaching out to those who have not yet submitted their Enumeration Forms or whose addresses could not be verified.
Efforts to Identify Eligible Voters
The Chief Electoral Officer (CEO), District Election Officers (DEOs), Electoral Registration Officers (EROs), and BLOs have conducted meetings with representatives from various political parties. They have shared comprehensive lists detailing 21.36 lakh electors who have yet to submit their Enumeration Forms. Additionally, they have identified approximately 52.30 lakh electors who are either deceased, have permanently relocated, or are registered in multiple locations. This collaborative effort aims to ensure that the electoral roll is accurate and inclusive.
Public Participation in the Electoral Process
According to the SIR order issued on June 24, 2025, the public will have a month, from August 1 to September 1, 2025, to file objections regarding any additions, deletions, or corrections in the draft electoral rolls. This initiative is designed to enhance transparency and encourage civic engagement in the electoral process. Citizens are urged to actively participate and ensure that their voting rights are protected.
Current Statistics on Voter Registration
As of June 24, 2025, the total number of registered electors stands at 789,69,844. Out of this, 71,60,4102 Enumeration Forms have been received, reflecting a completion rate of 90.67%. Furthermore, 71,36,5460 forms have been digitized, achieving a digitization rate of 90.37%. However, there are still 52,30,126 electors who have not been located at their registered addresses. This figure includes 18,66,869 deceased electors, 26,01,031 who have permanently shifted, and 7,50,742 who are registered at multiple locations.
The election officials are committed to ensuring that the electoral roll is comprehensive and accurate, with 97.30% of electors covered so far. Only 21,35,616 Enumeration Forms remain to be submitted, representing 2.70% of the total. The ongoing efforts highlight the importance of an inclusive electoral process in Bihar, as officials work diligently to prepare for the upcoming elections.
