Key Announcements from FM Nirmala Sitharaman: Fiscal Plans

Union Finance Minister Nirmala Sitharaman has unveiled the Union Budget for the financial year 2026-27 in the Lok Sabha, marking her ninth consecutive presentation of the budget. The budget aims to enhance capital expenditure, with a target set at Rs 12.2 lakh crore, an increase from the previous year’s Rs 11.2 lakh crore. The government anticipates a slight reduction in the fiscal deficit to 4.3% of GDP, alongside significant tax devolution to states and a total budget size of Rs 53.5 lakh crore.

Key Financial Targets and Projections

In her budget speech, Sitharaman highlighted the government’s commitment to fiscal prudence, projecting a fiscal deficit of 4.3% for the upcoming financial year, down from 4.4% in the current year. This reduction is seen as a step towards maintaining financial stability while supporting growth in a developing economy. The budget also includes a substantial capital expenditure target of Rs 12.2 lakh crore, aimed at boosting infrastructure and economic development. Additionally, the Centre plans to allocate Rs 1.4 lakh crore to states as tax devolution, with net tax receipts estimated at Rs 28.7 lakh crore. The overall budget size has been set at Rs 53.5 lakh crore, reflecting the government’s focus on balancing growth and fiscal responsibility.

Tax Proposals and Reforms

The budget introduces several tax reforms aimed at simplifying compliance and providing relief to individual taxpayers. Notably, interest awarded by the Motor Accident Claims Tribunal will be exempt from income tax, ensuring that accident victims receive full compensation without tax deductions. The government also plans to reduce the Tax Collected at Source (TCS) on overseas tour packages to 2%, making foreign travel more accessible for taxpayers. Furthermore, TCS for remittances sent abroad for education and medical purposes will be lowered from 5% to 2%, easing the financial burden on families. The new Income Tax Act, set to take effect on April 1, 2026, will feature simplified tax rules and redesigned income tax return forms, facilitating a smoother transition for taxpayers.

Infrastructure Developments and Environmental Initiatives

The budget outlines ambitious plans for infrastructure development, including the establishment of seven environmentally sustainable passenger corridors connecting major cities such as Mumbai, Pune, Hyderabad, and Bengaluru. Additionally, a dedicated freight corridor is proposed to link Dankuni in the east with Surat in the west. The government also announced plans for three dedicated chemical parks in each state, utilizing a cluster-based plug-and-play model to enhance domestic chemical production. Furthermore, four states—Odisha, Kerala, Andhra Pradesh, and Tamil Nadu—will establish dedicated rare earth corridors, addressing the global demand for critical minerals.

Market Reactions and Commodity Prices

Following the budget announcement, the stock market experienced significant volatility, with benchmark indices Sensex and Nifty witnessing sharp declines. The Sensex fell by 2,370.36 points, or 2.88%, while the Nifty dropped by 748.9 points, or 2.95%. This downturn was attributed to the proposed increase in the Securities Transaction Tax on commodity futures. In the commodities market, gold prices plummeted nearly 20% over two days, with 24-carat gold trading at approximately Rs 1,36,185 per 10 grams. Silver prices also saw a significant decline, dropping nearly 9% in a single trading session. Market experts noted that the recent volatility was influenced by a surge of investor activity in gold and silver, driven by previous price gains.
