Kenya and India’s Governance Training
The National Centre for Good Governance (NCGG) recently concluded a Special Capacity Building Programme focused on Leadership and National Transformation for senior civil servants from Kenya. This significant event took place in New Delhi from January 13 to January 18, 2025. Sponsored under the Indian Technical and Economic Cooperation (ITEC) initiative by the Ministry of External Affairs, Government of India, the program aimed to enhance governance practices and leadership strategies among Kenyan officials.
A Diverse Delegation from Kenya
The Kenyan delegation was led by Ms. Dorcas AgikAbuyaOduor, the Honorable Attorney General of Kenya. Alongside her, 28 other senior officials from various key ministries and state departments participated in the program. These included representatives from Public Services, Internal Security, National Administration, Environment & Climate Change, and Economic Planning. The diverse backgrounds of the participants enriched the discussions and learning experiences throughout the program.
The five-day training was designed to share India’s successful governance strategies and leadership practices. The sessions emphasized the importance of governance reforms and the role of technology in public administration. Participants engaged in expert lectures, interactive discussions, and experience-sharing sessions led by nine Secretaries from various Indian government departments. This collaborative environment allowed for a rich exchange of ideas and best practices.
Insights from Indian Leaders
One of the program’s highlights was an address by Dr. Jitendra Singh, the Honorable Minister of State for Personnel, Public Grievances, and Pensions, Government of India. He discussed the significant transformations in governance since 2014, under the guiding principle of “Maximum Governance – Minimum Government.” This approach aims to bridge the gap between citizens and the government through technology. Dr. Singh also outlined India’s Vision @2047, which aspires to elevate the nation to developed status.
The program featured insights from senior policymakers and leaders from various Indian organizations, including NITI Aayog, UIDAI, and the Capacity Building Commission. Their contributions provided participants with a comprehensive understanding of India’s governance framework and its commitment to sustainable development.
Cultural Exchange and Future Collaborations
In addition to the training sessions, the Kenyan delegation had the opportunity to visit several key institutions, including UIDAI and the Delhi Metro Museum. These visits showcased India’s leadership in governance and nation-building. The cultural excursion to the Taj Mahal allowed participants to experience India’s rich heritage firsthand.
During the program, many participants reflected on their experiences studying at Indian universities across Punjab, Goa, Tamil Nadu, and Maharashtra. They expressed admiration for India’s vibrant culture and its lasting impact on their lives. This cultural exchange further strengthened the bonds between the two nations.
The program was meticulously organized by Dr. Surendrakumar Bagde and Dr. Himanshi Rastogi, along with a dedicated team from NCGG. This initiative marks a significant milestone in enhancing bilateral relations and fostering capacity-building collaborations between India and Kenya. It lays a solid foundation for future partnerships between NCGG and the Kenya School of Government (KSG), promoting global excellence in governance and leadership.
