International Conference on R&D Governance

The National Institute of Science Communication and Policy Research (NIScPR) is set to host a significant two-day international conference. This event marks the institute’s 4th Foundation Day celebrations and aims to foster discussions on critical issues in research and development (R&D) governance. NIScPR, a part of the Council of Scientific and Industrial Research (CSIR), plays a vital role in bridging the gap between science, technology, industry, and society. The conference will gather experts, policymakers, scholars, and researchers to explore emerging challenges in performance evaluation for R&D governance.

Key Themes of the Conference

The conference will focus on several key themes that are crucial for contemporary research. These themes include methods, approaches, and practices in performance valuation, open science, open source, and open access. Additionally, the conference will address the social impact of connecting R&D with social media. Another important topic will be foresight in R&D governance.

Participants will engage in discussions about how to capture the performance and impact of government programs more effectively. The conference aims to identify critical inputs that can strengthen these initiatives. By bringing together diverse perspectives, the event seeks to generate innovative ideas and practices for evaluating R&D performance and impact assessment.

Notable Speakers and Participants

The conference is expected to attract around 300 participants, including leading experts from India and abroad. Renowned scientists and policymakers will address various sessions throughout the event. Among the distinguished speakers, Prof. Ashutosh Sharma, President of the Indian National Science Academy (INSA) and a prominent figure in the field, will deliver the Chief Guest address. Additionally, Prof. Sachin Chaturvedi, Director General of the Research and Information System for Developing Countries (RIS), will present the Foundation Day Lecture.

Experts from the NITI Aayog and the Office of the Principal Scientific Advisor to the Government of India will also participate. The conference will feature keynote speeches, invited talks, panel discussions, and paper presentations. International experts from countries such as France, Russia, South Korea, the Netherlands, Brazil, Australia, and Armenia will contribute to the discussions. Science councilors from Germany, Mexico, and the Netherlands will also be part of the panel, ensuring a diverse range of insights.

Outcomes and Future Directions

The conference aims to produce novel methods and practices for evaluating R&D performance and impact. It will generate key policy suggestions to strengthen R&D governance, access, and inclusion through the effective application of Science, Technology, and Innovation (STI) indicators. Discussions will also include new initiatives like the PM One-Nation-One-Subscription program, which will be reflected in the final conference document.

Young researchers will benefit from exposure to evidence-based policymaking, learning about the tools and techniques necessary to address developmental challenges. The outcomes of the conference will be published in various formats, including a dedicated special journal issue, a policy bulletin, and book proceedings. This publication will serve as a valuable resource for future research and policy development in the field of science communication and R&D governance.
