Institutional Framework for Coastal and Cruise Tourism

The Indian Ministry of Tourism is actively enhancing the country’s tourism landscape, particularly focusing on cruise tourism and coastal destinations. Through various initiatives and financial assistance programs, the ministry aims to develop sustainable tourism infrastructure across states and union territories. Recent updates from Union Minister for Tourism and Culture, Shri Gajendra Singh Shekhawat, highlight the government’s commitment to promoting tourism while addressing the evolving needs of the sector.

Government Initiatives for Tourism Development

The development and promotion of tourist destinations, including cruise tourism, are primarily managed by state governments and union territory administrations. The Ministry of Tourism plays a complementary role by providing various schemes and initiatives aimed at enhancing tourism infrastructure. These efforts include addressing challenges related to coastal tourism and ensuring that ongoing initiatives align with national priorities and stakeholder feedback. Currently, there is no separate policy specifically for coastal tourism development, but the ministry remains open to future enhancements.

The Ministry of Tourism offers Central Financial Assistance (CFA) to central government agencies for tourism development projects, including those related to cruise tourism. This assistance is provided upon the submission of complete proposals under the scheme titled “Assistance to Central Agencies for Tourism Infrastructure Development.” Additionally, the ministry has identified the Coastal Circuit as one of the fifteen thematic circuits for development under the Swadesh Darshan Scheme, which aims to promote integrated development of tourist circuits.

Revamped Swadesh Darshan Scheme

The Swadesh Darshan Scheme has been revamped into Swadesh Darshan 2.0, focusing on developing sustainable and responsible tourism destinations. This new approach emphasizes a tourist and destination-centric methodology, ensuring that the needs of visitors and local communities are prioritized. The ministry’s commitment to sustainability is evident in its ongoing efforts to monitor and adapt to the changing dynamics of the tourism sector.

The Cruise Bharat Mission (CBM), launched by the Ministry of Ports, Shipping & Waterways in September 2024, aims to create a comprehensive framework for cruise tourism development. This initiative involves collaboration among various central and state government agencies, promoting a whole-of-government approach. The CBM seeks to establish effective policies and regulations governing the cruise sector while ensuring the responsible involvement of regulatory agencies, including Customs, Immigration, and local authorities.

Financial Support for Coastal and Cruise Projects

The Ministry of Tourism has allocated significant financial resources for the development of tourism infrastructure across various states. The list of sanctioned projects under the Swadesh Darshan Scheme includes initiatives aimed at enhancing coastal circuits and cruise tourism. For instance, projects in states like Tamil Nadu, Goa, and Kerala have received substantial funding to improve facilities and infrastructure at key tourist destinations.

The financial support provided by the ministry is crucial for upgrading existing facilities and creating new ones that cater to the growing demand for cruise tourism. This funding not only enhances the overall tourist experience but also contributes to the local economy by generating employment opportunities and promoting regional development.
