The Department of Social Justice and Empowerment in India has launched the Senior-care Ageing Growth Engine (SAGE) scheme. These facilities offer essential services such as shelter, nutrition, medical care, and recreational activities, all at no cost to indigent senior citizens. Evaluation and Recommendations for Improvement
A recent third-party evaluation study was conducted to assess the effectiveness of the Rashtriya Vayoshri Yojana (RVY) under the Atal Vayo Abhuyday Yojana (AVYAY). The study, completed in June 2024, provided valuable insights and recommendations for enhancing the scheme’s outreach and effectiveness.
One of the key recommendations is to employ a multi-channel communication strategy. This strategy should include local media, social media, direct community outreach, and collaborations with local NGOs and health workers. By utilizing various communication channels, the scheme can reach all segments of the population, ensuring that information about available services is widely disseminated.
Additionally, the study suggests adopting alternative distribution methods. Partnering with primary healthcare centers for local distribution can improve access to services for elderly individuals. Regular assessment camps at the village level are also recommended. These camps would involve local leaders and community organizations in promoting the scheme, thereby increasing awareness and participation.
Furthermore, the evaluation highlights the need for introducing new items into the scheme. Suggestions include ergonomic furniture, adaptive clothing designed with Velcro closures and elastic bands, cognitive aids like memory devices, therapeutic activity kits, and home modification supports. These additions would enhance the overall effectiveness of the program and better meet the diverse needs of the elderly population.

The information regarding the SAGE scheme and the evaluation study was shared by Shri B.L. Verma, the Union Minister of State for Social Justice and Empowerment, in a written reply to a question in the Rajya Sabha.
