India’s Maritime Future: Key Initiatives Unveiled

The Ministry of Ports, Shipping and Waterways (MoPSW) recently held a two-day event, โChintan Shivir, 2025,โ in Srinagar, aimed at revitalizing India’s Blue Economy. Union Minister Sarbananda Sonowal reviewed ongoing projects worth โน2 trillion and set an ambitious target to complete at least 150 initiatives by September 2025. The event emphasized enhancing shipbuilding capabilities, advancing sustainable practices, and aligning with the Maritime Amrit Kaal Vision (MAKV) 2047.
Strategic Goals for Maritime Development
During the Chintan Shivir, a comprehensive plan was laid out to strengthen India’s maritime sector. A total of 150 projects were identified for completion within the next six months, with a firm deadline of September 6, 2025. The Union Minister reiterated India’s aspiration to rank among the top five shipbuilding nations by 2047, aiming to add 4 million Gross Registered Tonnage (GRT) to its shipbuilding capacity. To achieve these goals, the Ministry will formulate supportive policies and skill development initiatives, fostering collaboration with state governments.
Significant announcements included the establishment of the Bharat Container Shipping Line under the Shipping Corporation of India (SCI) and a commitment from all major ports to tender for at least one Green Tug within three months. Additionally, the Harbour Craft Green Transition Programme will be initiated to promote clean energy solutions across Indian ports. These initiatives are designed to enhance port competitiveness, attract foreign investment, and stimulate economic growth, aligning with Prime Minister Narendra Modi‘s vision for India as a global maritime powerhouse.
Investment in Inland Waterways and Tourism
A key highlight of the event was the signing of a Memorandum of Understanding (MoU) between the Inland Waterways Authority of India (IWAI) and the Government of Jammu and Kashmir. This agreement aims to boost river cruise tourism in the region, with an investment of โน100 crore allocated for developing infrastructure on three National Waterways: River Chenab, River Jhelum, and River Ravi. This initiative is expected to enhance tourism, create jobs, and drive economic growth in line with the Prime Minister’s vision of a โViksit Bharat.โ
Union Minister Sarbananda Sonowal emphasized the importance of this collaboration, stating that it represents a significant step towards developing a robust inland waterways ecosystem. The IWAI, as the nodal agency for national waterways, will play a crucial role in this development. The focus on river cruise tourism not only aims to improve transportation but also to promote the scenic beauty and cultural heritage of Jammu and Kashmir.
Innovative Programs and Future Directions
The second day of the Chintan Shivir focused on upcoming infrastructure projects and policy reforms in the maritime sector. Discussions centered on enhancing port operations and improving connectivity with hinterlands. Union Minister Sarbananda Sonowal, along with Minister of State Shantanu Thakur and senior officials, explored strategies to modernize the maritime industry through digitalization and AI-driven efficiencies.
Minister Thakur highlighted the impressive 320% increase in inland waterway cargo movement since 2014, showcasing the government’s commitment to affordable and eco-friendly transportation solutions. The event concluded with a strong emphasis on the need for innovative programs, such as the Sagarmala Startup and Innovation Initiative and the establishment of Maritime Innovation Hubs, to drive efficiency and competitiveness in the sector.
As India charts its course towards becoming a global maritime leader, the initiatives unveiled at Chintan Shivir 2025 mark a significant step forward in realizing this vision.
