India’s Ambitious Plans for Native AI Models

India is set to embark on an ambitious journey to develop its own generative artificial intelligence (AI) models within the next six to eight months. This announcement was made by Ashwini Vaishnaw, the Union Minister of Electronics and Information Technology, during the Utkarsh Odisha Conclave. The initiative comes on the heels of India’s participation in the 55th annual meeting of the World Economic Forum in Davos-Klosters, Switzerland. With a focus on building a robust AI ecosystem, the government aims to leverage local resources and expertise to create AI solutions tailored to the Indian context.

India Gearing Up to Build Native AI Models

During the Conclave, Minister Vaishnaw outlined the government’s plans to establish a strong foundation for AI development in India. He revealed that the country has secured over 18,600 high-end Graphics Processing Units (GPUs) to support its AI infrastructure. This significant investment will serve as the backbone for the generative AI models that are expected to be developed within the year.

Vaishnaw expressed optimism about the capabilities of Indian developers, stating that at least six major developers are poised to create AI models within six to eight months. He emphasized the importance of a common compute facility, which he described as a critical pillar for building a robust AI ecosystem. This facility will cater to the computational needs of researchers, startups, and academic institutions, fostering collaboration and innovation across the sector.

The planned compute facility will utilize cloud-based servers specifically designed for AI inference. Vaishnaw noted that the procurement of GPUs has exceeded initial expectations, with a diverse range of high-end models secured. This includes 12,896 Nvidia H100 GPUs, 1,480 Nvidia H200 GPUs, and 742 AMD MI325 and MI325X GPUs. Originally, the target was to acquire 10,000 high-end AI chipsets, but the current numbers reflect a strong commitment to advancing AI capabilities in the country.

DeepSeek AI Model Implementation

One of the key developments highlighted by Vaishnaw is the implementation of the DeepSeek-R1 AI model on local Indian servers. Experts are currently evaluating the technical report associated with this model to gain insights into its performance and capabilities. The DeepSeek initiative represents a significant step forward in India’s AI journey, showcasing the country’s potential to develop sophisticated AI solutions.

Vaishnaw compared India’s GPU resources to those used by leading AI models globally. For instance, he noted that while ChatGPT was trained on 25,000 GPUs, India now has a robust compute facility with 18,000 high-end GPUs available. This positions India favorably in the global AI landscape, enabling the country to develop competitive AI models that can cater to various sectors.

The minister also mentioned that once deployed, the Indian AI models will be accessible to everyone. However, he did not clarify whether these models would be open-source or available through platforms and application programming interfaces (APIs). This aspect will be crucial for fostering innovation and collaboration within the AI community.

AI Safety and Security Initiatives

In addition to the technical advancements, Vaishnaw emphasized the importance of AI safety and security. He announced plans to establish an AI safety institution that will operate on a hub-and-spoke model. This approach differs from the centralized regulatory frameworks seen in other countries. Instead, India will encourage multiple institutions to collaborate in developing safety tools and frameworks for AI.

This initiative reflects a proactive stance on AI governance, recognizing the potential risks associated with AI technologies. By fostering collaboration among various institutions, India aims to create a comprehensive safety framework that can adapt to the rapidly evolving AI landscape. This will ensure that AI development aligns with ethical standards and societal values.

As India moves forward with its AI ambitions, the focus on safety and security will be paramount. The establishment of a dedicated institution for AI safety will help build public trust and confidence in AI technologies, paving the way for broader adoption and innovation in the sector.
