India to Host 12th Regional 3R Forum
India is set to host the 12th Regional 3R and Circular Economy Forum in Asia and the Pacific. This significant event will take place from March 3 to 5, 2025, at the Rajasthan International Centre in Jaipur. The theme for this yearโs forum is “Realizing Circular Societies Towards Achieving SDGs and Carbon Neutrality in Asia-Pacific.” Union Minister Shri Manohar Lal announced the event during a curtain-raiser held at the National Media Centre in New Delhi. The forum aims to bring together various stakeholders to discuss and promote sustainable development practices in the region.
A Gathering of Global Participants
The upcoming forum is expected to attract over 500 participants from both international and domestic backgrounds. Attendees will include government officials, industry leaders, and experts in sustainability. The three-day event will feature a variety of activities, including plenary sessions, country-specific discussions, and theme-based roundtables. These sessions will provide valuable knowledge-sharing and networking opportunities for all participants.
In addition to the discussions, delegates will have the chance to engage in technical field visits. These visits will focus on solid and liquid waste management facilities, allowing participants to see successful practices in action. Moreover, attendees will explore key heritage sites in Jaipur, enriching their experience and understanding of the local culture. This blend of learning and exploration aims to foster collaboration and inspire innovative solutions for sustainable development.
Showcasing Indiaโs Achievements
A highlight of the forum will be the dedicated โIndia Pavilion.โ This pavilion will showcase India’s impressive initiatives and achievements in the 3R (Reduce, Reuse, Recycle) and circular economy sectors. Key line ministries and national missions will participate, reflecting a whole-of-government approach to sustainable development. The pavilion will serve as a hub for interactive knowledge-sharing.
Several important dialogues will take place, including the โMinisters & Ambassadors Roundtable Dialogueโ and the โMayorsโ Dialogue.โ These discussions will focus on policy-making and collaborative efforts to promote sustainability. Additionally, the forum will feature the launch of various knowledge products, including a compendium of over 100 best practices compiled by the National Institute of Urban Affairs (NIUA). This comprehensive resource aims to guide countries in adopting effective circular economy policies.
The Jaipur Declaration and Future Goals
The forum will conclude with the adoption of the โJaipur Declaration.โ This declaration aims to facilitate the transition to a resource-efficient, circular economy in Asia-Pacific countries. It will be handed over to the next host country, building on the previous Hanoi Declaration (2013-23). The Jaipur Declaration (2025-34) will provide a framework for developing 3R and circular economy policies. It encourages a shift from a linear โtake-make-disposeโ model to a more sustainable circular economy. Notably, this declaration is a voluntary and legally non-binding agreement.
Launched by the United Nations Centre for Regional Development (UNCRD) in 2009, the Regional 3R and Circular Economy Forum aims to provide strategic policy inputs to government authorities in the Asia-Pacific region. It serves as a platform for sharing best practices and promoting the mainstreaming of 3R principles. The last forum was held in Cambodia in 2023, and India previously hosted the forum in 2018 in Indore.
Virtual Participation and Broader Engagement
The 12th Regional 3R and Circular Economy Forum will also offer virtual participation for those unable to attend in person. Participants can register online to join the sessions from anywhere in the world. This inclusive approach aims to broaden engagement and ensure that diverse voices contribute to the discussions on sustainability.
With participation expected from 38 invited member countries, 15 line ministries of the Government of India, and numerous cities and businesses, the forum will be a significant event for policy discussions and collaboration. By fostering partnerships and sharing knowledge, the forum aims to accelerate progress toward a circular economy and the achievement of the Sustainable Development Goals (SDGs).
