India Takes a Leading Role in Supply Chain Resilience
India recently participated in the second meeting of the Supply Chain Council (SCC) as vice-chair. This significant event took place with representation from Shri Rajesh Agrawal, Additional Secretary of the Department of Commerce. The meeting highlighted the progress made since the last gathering in September 2024 and focused on enhancing supply chain resilience in critical sectors. The discussions included updates on various action plans and initiatives aimed at improving international trade and collaboration among member nations.
Progress in Supply Chain Initiatives
During the meeting, the Chair of the SCC, representing the United States, emphasized the substantial advancements made since the previous meeting. The Chair provided updates on the Action Plan Teams (APT) related to chemicals, which aim to promote greater trade and diversify sources. These efforts are crucial for enhancing international business matchmaking and ensuring a robust supply chain.
Additionally, updates were shared regarding the Critical Minerals, Semiconductors, and Pharma/Healthcare Action Plan Teams. These sectors are vital for addressing supply chain challenges. The focus on collaboration and the development of practical work plans is essential for overcoming obstacles in these areas. The lead of the Sub-committee on Logistics and Movement of Goods discussed the establishment of technical standards for cold chain logistics. This is particularly important for maintaining the quality of perishable goods during transportation. Regulatory transparency and active stakeholder engagement were also highlighted as key factors for success.
Emphasis on Data and Analytics
The meeting also featured insights from the lead of the Sub-committee on Data and Analytics. This individual expressed satisfaction with the ongoing consultations among partners. The alignment of goals regarding supply chain resilience is a positive development. The discussions focused on the importance of developing monitoring systems and enhancing data analysis capabilities. These improvements will enable better tracking of supply chain dynamics and facilitate timely responses to disruptions.
India, as the Vice Chair, acknowledged the ongoing initiatives and the potential for tangible outcomes in the coming months. The country proposed to host the next in-person meeting of the SCC early next year. This proposal reflects India’s commitment to fostering collaboration and strengthening supply chain networks among member nations.
Focus on Healthcare and Pharmaceuticals
Among the six key areas identified by the SCC, India recognizes the healthcare and pharmaceutical sector as crucial for achieving resilient supply chains. The country aims to reduce its dependency on imports for Active Pharmaceutical Ingredients (APIs) and medical devices. Collaborative efforts through the APT can play a pivotal role in this regard. By sharing best practices, technical know-how, and technology transfer, India seeks to strengthen its domestic manufacturing capabilities.
India’s leadership in global health is exemplified by its development of the world’s first DNA vaccine for COVID-19. The nation has emerged as a hub for affordable, high-quality medicines, ranking third in pharmaceutical production by volume and fourteenth by value. Under the Indo-Pacific Economic Framework for Prosperity (IPEF), India has been elected as the Chair for the Action Plan Team on Pharma/Healthcare. This leadership role underscores India’s commitment to enhancing supply chain resilience in the healthcare sector.
Background of the Supply Chain Council
The Supply Chain Council was established under the Agreement relating to Supply Chain Resilience within the IPEF framework. Its primary goal is to pursue targeted, action-oriented work to strengthen supply chains for sectors critical to national security, public health, and economic well-being in the Indo-Pacific region. This region represents about 40% of global GDP and 28% of global trade in goods and services.
India signed the Supply Chain Resilience Agreement (Pillar-II) in November 2023, officially coming into effect on February 24, 2024. As part of this agreement, the SCC was formed, with India serving as Vice Chair and the United States as Chair. This collaboration aims to enhance supply chains that are vital for national security and economic stability, ensuring a resilient future for all member nations.
