India Strengthens Fight Against Drug Trafficking

The Indian government has implemented a series of robust measures to combat drug trafficking and abuse across the nation. These initiatives include the establishment of a comprehensive coordination mechanism, the formation of specialized task forces, and enhanced training programs for law enforcement agencies. The government’s commitment to tackling this pressing issue is evident through its strategic actions aimed at improving collaboration and operational efficiency among various stakeholders.

Enhanced Coordination Through NCORD

To improve the coordination between Central and State Drug Law Enforcement Agencies, the government has established a four-tier Narco-Coordination Centre (NCORD). This mechanism aims to streamline efforts in controlling drug trafficking and abuse throughout India. A dedicated NCORD portal has been developed to facilitate the sharing of information related to drug law enforcement, ensuring that all stakeholders have access to vital data.

In addition to NCORD, each State and Union Territory now has an Anti-Narcotics Task Force (ANTF), led by a senior police officer. This task force acts as the NCORD Secretariat at the state level, ensuring that decisions made during NCORD meetings are effectively implemented. The establishment of a Joint Coordination Committee (JCC), chaired by the Director General of the Narcotics Control Bureau (NCB), further enhances oversight of significant drug seizures, ensuring that investigations are closely monitored and coordinated.

Empowering Law Enforcement Agencies

The government has empowered various Border Guarding Forces, including the Border Security Force and Assam Rifles, under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985. This allows them to conduct searches, seizures, and arrests related to illicit drug trafficking at international borders. Additionally, the Railway Protection Force (RPF) has been granted similar powers to combat drug trafficking along railway routes.

To bolster operational capabilities, the NCB collaborates with other agencies, such as the Navy and Coast Guard, to conduct joint operations targeting drug trafficking networks. Continuous training programs are also being provided to officers from various drug law enforcement agencies, enhancing their skills and knowledge in tackling drug-related crimes.

Innovative Approaches and Infrastructure Development

The government has introduced a task force focused on monitoring drug trafficking through the Darknet and cryptocurrency platforms. This initiative aims to track and intercept drug networks while sharing critical information among agencies involved in combating drug trafficking. Furthermore, the NCB has expanded its regional presence by increasing its offices from three to seven and upgrading its sub-zones to zonal units, resulting in a total of 30 zonal offices across the country.

To support citizens in addressing drug-related issues, a 24/7 toll-free helpline, “Madak-Padarth Nished Asoochna Kendra” (MANAS), has been established. This helpline allows individuals to report and seek assistance for drug-related problems through various communication channels. Additionally, the government is providing assistance to states for upgrading forensic science laboratories, enhancing the capacity to analyze drug-related evidence effectively.

International Collaboration and Future Strategies

Recognizing the global nature of drug trafficking, the government has initiated director-general level talks with neighboring countries, including Myanmar, Iran, and Bangladesh. These discussions aim to address cross-border drug trafficking issues and enhance international cooperation in combating this pervasive problem.

In November 2022, a dedicated group was formed within the National Security Council Secretariat to analyze drug trafficking through maritime routes, focusing on identifying challenges and proposing solutions. The government’s comprehensive approach to strengthening the Narcotics Control Bureau and enhancing its operational capabilities reflects its commitment to addressing the growing threats posed by drug trafficking in India.
