India Launches Nationwide Campaign Against Substance Abuse

The Ministry of Social Justice and Empowerment (MoSJ&E) has initiated a comprehensive survey to assess substance use among students across India. Conducted between 2018 and 2019, this multi-site study aims to understand the patterns of substance use among school and college students. The findings will inform ongoing efforts to combat substance abuse through various national initiatives.
Survey Overview and Findings
The National Survey on the Extent and Pattern of Substance Use in India included a focused thematic study titled โSubstance Use among Students.โ This survey targeted ten diverse locations across the country, collecting data from a sample of 5,920 school students and 2,533 college students. The results are expected to provide crucial insights into the prevalence and types of substances used by the youth, helping to shape effective intervention strategies.
The Department of Social Justice and Empowerment serves as the primary agency for drug demand reduction in India. By analyzing the survey data, the department aims to identify trends and risk factors associated with substance use among young people. This information will be vital in tailoring educational and preventive measures to address the issue effectively.
National Action Plan for Drug Demand Reduction
To tackle the growing concern of substance abuse, the MoSJ&E has implemented the National Action Plan for Drug Demand Reduction (NAPDDR). This centrally sponsored scheme encompasses various initiatives aimed at rehabilitation and awareness among school children and youth. A key component of this plan is the Nasha Mukt Bharat Abhiyaan (NMBA), launched on August 15, 2020. Initially focused on 272 vulnerable districts, the campaign has now expanded nationwide.
The NMBA aims to raise awareness about substance abuse, particularly in educational institutions. It emphasizes identifying individuals struggling with dependency and providing them with necessary counseling and treatment options. The initiative also includes capacity-building programs for service providers to enhance their effectiveness in addressing substance use issues.
Impact and Outreach of NMBA
Since its inception, the NMBA has successfully engaged over 14.79 crore individuals, including 4.96 crore youth and 2.97 crore women. The campaign has reached more than 4.16 lakh educational institutions, ensuring that its message resonates with children and young adults across the country. Furthermore, over 10,000 Master Volunteers have been trained to strengthen the movement and promote awareness at the grassroots level.
In addition to awareness campaigns, the MoSJ&E has developed the Navchetna Modules, which focus on life skills and drug education for school children. These teacher training modules aim to foster a drug-free mindset among students. The department also supports 46 Community-Based Peer-Led Intervention (CPLI) centers, targeting vulnerable children and adolescents to educate them about the dangers of substance use.
Support Services and Helpline
To provide immediate assistance to those seeking help, the MoSJ&E has established a toll-free helpline, 14446, dedicated to de-addiction services. This helpline offers primary counseling and referral services to individuals in need. The initiative underscores the government’s commitment to addressing substance abuse and supporting affected individuals through accessible resources. These efforts were highlighted by the Minister of State in the Ministry of Home Affairs, Shri Nityanand Rai, during a recent Lok Sabha session. The ongoing initiatives reflect a proactive approach to combat substance use among the youth, aiming to create a healthier and more informed generation.
