India Aims for Top Four Semiconductor Position by 2032, Ashwini Vaishnaw Unveils 2035 Roadmap

India is poised to become a leading player in the global semiconductor manufacturing industry, aiming to rank among the top four nations by 2032 and striving for the top position by 2035. Union Minister for Electronics and IT, Ashwini Vaishnaw, made this announcement during an event where he revealed the approval of 22 projects under the Electronics Components Manufacturing Scheme (ECMS), amounting to approximately Rs 41,863 crore. With four semiconductor companies set to commence commercial production in 2026, the country is gearing up to meet the domestic demand from major sectors like automotive and telecommunications.

Government Initiatives to Boost Semiconductor Production

Under the Semicon India Programme, the Indian government has approved ten manufacturing units, which include two fabrication plants and eight assembly, testing, and packaging units. These initiatives represent a significant investment of around Rs 1.6 lakh crore. Vaishnaw detailed the production timeline, indicating that plants that began pilot production last year, such as Kaynes and CG Semi, are on track to enter commercial production soon. Micron is also expected to ramp up its production next month, while Tata’s plant in Assam is slated to start pilot production by mid-year, with commercial production following by the end of the year.

This strategic push is part of a broader effort to establish India as a key player in the semiconductor supply chain. The government’s proactive measures are designed to attract investment and foster growth in this critical sector, which is essential for various industries, including electronics and telecommunications.

Expanding Chip Design Capabilities

In addition to manufacturing, India is also enhancing its chip design capabilities. The Design Linked Incentive (DLI) scheme is currently supporting 24 chip design projects through startups, with a total project value of Rs 920 crore. This initiative aims to cultivate innovation and expertise in chip design, which is crucial for the semiconductor ecosystem. Vaishnaw emphasized that the country’s focus on talent development is a key factor in its growing prominence in the semiconductor industry.

He noted that students from 298 universities across India are now engaged in chip design, a significant increase compared to other countries. This development positions India as a competitive player in the global semiconductor landscape, as it now boasts a larger number of institutions capable of designing, manufacturing, and validating chips than many leading nations.

Talent Development as a Driving Force

Vaishnaw attributed India’s ascent in the semiconductor sector to its robust talent development initiatives. He highlighted that the country has made significant strides in education and training, enabling a new generation of engineers and designers to contribute to the semiconductor industry. The minister pointed out that while only a handful of universities worldwide offer comprehensive chip design programs, India has established a strong educational framework that supports this field.

This expanding talent pool, combined with substantial investments in manufacturing, positions India to play a pivotal role in the global semiconductor value chain over the next decade. As the demand for semiconductors continues to rise globally, India’s strategic focus on building a skilled workforce and enhancing production capabilities is expected to yield significant dividends in the coming years.
