India Advances Responsible Mine Closure with New Report Launch
The Ministry of Coal is making significant strides in mine closure practices as it prepares to unveil the ‘AAROH – Annual Report on Mine Closure’ in New Delhi on July 22, 2026. This report highlights a major landmark—42 coal mines have been scientifically closed for the first time since India’s independence, following approved mine closure plans. It showcases how these closures have led to successful ecological restoration, sustainable land use, and community-centric interventions that allow former mining areas to be effectively repurposed.
Ministerial Presence at Launch Event
The event will feature esteemed guests, including Shri G. Kishan Reddy, Union Minister of Coal and Mines, as the Chief Guest. Other notable attendees include Shri Bhupender Yadav, Union Minister for Environment, Forest and Climate Change, and Dr. Jitendra Singh, Union Minister of State for Science & Technology and other key government departments. Shri Satish Chandra Dubey, Union Minister of State for Coal and Mines, will act as Guest of Honour, joined by senior officials from the Ministry of Coal who will all contribute to discussions on the report’s findings.
Importance of Mine Closure
Mine closure represents a pivotal stage in the mining lifecycle, emphasizing ecological restoration, reclamation, and the productive repurposing of mining areas. Acknowledging this, the Ministry of Coal has established several frameworks over the past few years. These include the RECLAIM Framework for community engagement and the L.I.V.E.S. Framework to ensure sustainable mine closure and repurposing. The SUVIKALP tool has also been introduced to help evaluate mine redevelopment options with community involvement and sustainable land-use strategies.
Showcasing Innovations and Partnerships
This launch event will also feature an exhibition highlighting innovative projects in mine reclamation and ecological restoration. Companies such as Coal India Limited, NLC India Limited, and NTPC will showcase their programs. Additionally, the inauguration of Coal NEER Plants by Coal India Limited aims to ensure access to safe drinking water in coal-rich regions, exemplifying the ministry’s commitment to community development.
International Collaboration and Agreements
The Ministry is set to sign an Implementation Agreement with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to enhance technical cooperation on coal mine closures. This partnership will aim to elevate institutional capacity and promote the sharing of knowledge and international best practices in sustainable mine closure strategies.
Vocational Training Initiatives
The occasion will also see the signing of tripartite memoranda of understanding between Bharat Coking Coal Limited (BCCL), the Jharia Rehabilitation and Development Authority (JRDA), and other stakeholders to establish vocational training facilities. This initiative falls under the Revised Jharia Master Plan and reflects a commitment to foster community development through training and job creation.
