Himachal Pradesh Government Collaborates with National e-Governance

The Government of Himachal Pradesh, through its Department of Digital Technologies and Governance (DDT&G), partnered with the National e-Governance Division (NeGD) to host a significant workshop titled โ€œAI for Good Governance: Driving Transparency, Efficiency, and Impact.โ€ Held on May 20, 2025, at the HP Secretariat in Shimla, the event aimed to promote the integration of Artificial Intelligence (AI) in governance. Over 100 senior officials from various state departments participated, focusing on enhancing data-driven policymaking and improving administrative efficiency.

Workshop Objectives and Importance

The workshop was part of NeGDโ€™s Capacity Building initiative, which seeks to foster the adoption of AI in governance. The primary goal was to sensitize senior officials about the transformative potential of AI in public administration. By emphasizing data-driven decision-making, the workshop aimed to improve service delivery and overall administrative efficiency. The event highlighted the importance of AI in creating a governance model that is both citizen-centric and innovation-driven, aligning with the government’s vision for a more effective public service.

Key Speakers and Insights

Shri Gokul Butail, Principal Advisor to the Chief Minister, spoke about the significant role AI can play in reshaping governance. He emphasized the need for a model that prioritizes citizen engagement and innovation. Smt. Rakhil Kahlon, IAS, Secretary of Digital Technologies and Governance, reinforced the strategic importance of AI in enhancing transparency and accountability within government operations. She also highlighted the necessity for ethical and inclusive AI deployment, ensuring that technological advancements benefit all citizens.

Technical Sessions and Focus Areas

The workshop featured a series of technical sessions covering essential themes such as the foundations of AI, risk mitigation strategies, and tools for smarter public administration. Participants gained insights into building robust AI infrastructure, which is crucial for effective governance. A notable address by Sh. Mohit Chawla, IPS, DIG (CID), focused on cyber hygiene and the management of AI-related risks, underscoring the importance of security in the digital age. These sessions provided valuable knowledge and practical strategies for officials to implement AI effectively in their respective departments.

The event concluded with a Vote of Thanks from Shri Nipun Jindal, IAS, Director of DDTG, who reaffirmed the stateโ€™s commitment to digital transformation. This workshop represents a significant step in Himachal Pradeshโ€™s journey towards enhancing digital governance. It aligns with the broader IndiaAI Mission initiated by the Ministry of Electronics and Information Technology (MeitY). The Capacity Building scheme by NeGD aims to equip state governments with the necessary expertise and best practices in AI governance, paving the way for a resilient and ethically sound AI ecosystem tailored to the state’s governance needs.
