Government Unveils New Guidelines for Shipbuilding Initiatives Aimed at Enhancing Capacity and Competitiveness
The Indian government has unveiled comprehensive guidelines for two significant shipbuilding initiatives, collectively valued at over Rs 44,700 crore. These initiatives aim to bolster the domestic shipbuilding sector and enhance India’s competitiveness on the global stage. The Ministry of Ports, Shipping and Waterways (MoPSW) has introduced the Shipbuilding Financial Assistance Scheme (SBFAS) and the Shipbuilding Development Scheme (SbDS), both designed to revitalize domestic shipbuilding, strengthen industrial connections, and create sustainable capacity.
Financial Assistance Under SBFAS
The Shipbuilding Financial Assistance Scheme (SBFAS) has a total budget of Rs 24,736 crore. This scheme offers financial support ranging from 15% to 25% per vessel, depending on the type of ship being built. The assistance is structured to provide graded support for various categories, including small normal, large normal, and specialized vessels. Disbursement of funds will occur in stages, linked to specific milestones, and will be secured by appropriate instruments. Additionally, the scheme includes incentives for shipbuilders who place series orders, encouraging increased production and investment in the sector.
The SBFAS is expected to play a crucial role in stimulating shipbuilding projects worth approximately Rs 96,000 crore over the next decade. This initiative aims to enhance domestic manufacturing capabilities and create numerous job opportunities across the maritime value chain, ultimately contributing to the growth of the Indian economy.
Long-Term Capacity Development with SbDS
The Shipbuilding Development Scheme (SbDS) is allocated Rs 19,989 crore and focuses on fostering long-term capacity and capability within the shipbuilding industry. This scheme emphasizes the development of greenfield shipbuilding clusters, which will receive full capital support for essential maritime and internal infrastructure through a special purpose vehicle funded equally by the Centre and state governments. Existing shipyards can also benefit from 25% capital assistance for expanding critical infrastructure, such as dry docks and fabrication facilities.
Moreover, the SbDS includes the establishment of an India Ship Technology Centre under the Indian Maritime University. This center will support research, design, innovation, and skills development, ensuring that the workforce is equipped with the necessary expertise to meet the demands of modern shipbuilding.
National Shipbuilding Mission and Governance Measures
To ensure effective planning and execution of shipbuilding initiatives, the guidelines also call for the establishment of a National Shipbuilding Mission. This mission aims to coordinate various shipbuilding projects and enhance the overall governance of the sector. To promote transparency and accountability, independent valuation and milestone-based assessments will be mandatory, ensuring that public funds are utilized efficiently.
Additionally, a shipbreaking credit note has been introduced, allowing ship owners who scrap vessels at Indian yards to receive a credit equivalent to 40% of the scrap value. This initiative links ship recycling with new ship construction, supporting a circular economy approach and further enhancing the sustainability of the maritime industry.
Future Projections and Employment Opportunities
The initiatives outlined in the SBFAS and SbDS are expected to remain in effect until March 31, 2036, with the possibility of extension until 2047. Together, these schemes are projected to generate significant employment opportunities, promote the development of indigenous technologies, and strengthen India’s maritime security and economic resilience.
With the implementation of modern infrastructure and a skilled workforce, India’s commercial shipbuilding capacity is anticipated to reach approximately 4.5 million gross tonnage per annum by 2047. This ambitious target reflects the government’s commitment to transforming the shipbuilding sector into a robust and competitive industry, capable of meeting both domestic and international demands.
