Government to Support Auto Companies in Sourcing from China

The Indian government is taking proactive measures to assist the auto and component industries in securing rare earth magnets from China. Companies have begun submitting End User Certificates (EUC) to the Chinese authorities, ensuring that the shipments will not be diverted for defense or weapons production. This initiative comes amid concerns that delays in supply could disrupt manufacturing schedules, prompting the commerce department and the ministry of external affairs to facilitate discussions between Indian industry representatives and Chinese officials.

Government’s Role as Facilitator

The Indian government aims to act as a facilitator in the procurement process rather than engaging in direct government-to-government negotiations. Commerce Secretary Sunil Barthwal has already met with representatives from the auto sector to discuss the situation. In the coming weeks, a delegation of industry executives is expected to visit China, with the Indian embassy in Beijing assisting in the arrangements. This collaborative approach is intended to expedite the approval process for the necessary shipments, as the industry has already submitted the required documentation to the Chinese government.

Challenges in Developing Indigenous Capabilities

While the local industry is working to enhance its capabilities in sourcing rare earth materials, experts acknowledge that this is a complex challenge. Alok Perti, a former coal secretary and senior advisor with the B2B mining and metal industry body MMPI, emphasized the need for significant investments to develop indigenous supplies. Additionally, the extraction process poses challenges related to radioactive materials, which must be addressed. Perti suggested that government initiatives, such as viability gap funding and research partnerships with countries like Russia and Australia, could be beneficial in overcoming these hurdles.

Industry’s Direct Engagement with the Government

Industry bodies, including the Society of Indian Automobile Manufacturers (Siam) and the Automotive Components Manufacturers Association (ACMA), have been actively engaging with the government on this issue. They have submitted petitions through the official channels mandated by the Chinese government, and the applications have already reached China. Officials from several large companies expressed optimism about receiving a favorable outcome, especially following recent discussions between Chinese Vice Foreign Minister Sun Weidong and his Indian counterparts during his two-day visit to India.

The auto industry is hopeful for a swift resolution to the supply chain issues surrounding rare earth magnets. The ongoing dialogue between Indian and Chinese officials is seen as a crucial step toward restoring the flow of these essential materials.
