Financial Assistance for Fishing Communities in Kerala

The cargo vessel MSC ELSA 3 sank off the coast of Kochi, Kerala, on May 24-25, 2025, carrying 643 containers. This incident, along with another involving the MV Wan Hai 503 on June 9, 2025, has significantly impacted local fishermen from districts such as Thiruvananthapuram, Kollam, Alappuzha, and Ernakulam. In response, the Government of Kerala has provided interim relief to affected families and initiated measures to assess the ecological impact of the shipwreck.
Immediate Relief for Affected Fishermen
In the wake of the MSC ELSA 3 shipwreck, the Government of Kerala has acted swiftly to support local fishermen. From May 25 to June 1, 2025, financial assistance was distributed to 105,518 marine fishermen families, which included 78,498 families directly involved in fishing and 24,020 families engaged in allied activities. Each family received โน1,000 and 6 kilograms of rice to help mitigate the loss of livelihood caused by the incident. This immediate relief aims to provide essential support during a challenging time for those dependent on fishing for their income.
Safety Measures and Ecological Assessments
Following the shipwreck, the Disaster Management Department of Kerala issued advisories on May 25, 2025, warning fishermen to avoid venturing within a 20 nautical mile radius of the sunken vessel. To address potential ecological concerns, a high-level meeting was convened on May 28, 2025, involving scientists from various research institutes and representatives from the fishing community. This meeting focused on assessing the ecological impact of the incident and determining necessary protective measures for fishery resources.
On June 19, 2025, the state government established a Joint Coordination Committee, which includes representatives from several organizations, to conduct thorough testing of water and fish samples. The results indicated that fish samples were safe for consumption, with no signs of oil contamination or hazardous chemicals. The National Institute of Oceanography has been tasked with conducting a comprehensive assessment of the short-term and long-term impacts of the shipwreck.
Long-Term Sustainability Initiatives
In a proactive move towards long-term sustainability, the Department of Fisheries, Government of India, has approved projects worth โน13.02 crore for the installation of artificial reefs along the Kerala coast. These initiatives aim to rejuvenate and restore fish stocks, ensuring the protection of biodiversity in the region. The Government of India is committed to coordinating efforts across various ministries to promote sustainable fishing practices and protect marine ecosystems.
Official Statements and Future Actions
Union Minister of State for Fisheries, Animal Husbandry, and Dairying, Shri George Kurian, provided this information in a written reply to the Lok Sabha on July 22, 2025. The government’s response to the MSC ELSA 3 incident highlights its commitment to supporting affected communities and safeguarding the marine environment.
