The rising cost of cancer treatment poses a significant challenge for many patients in India. To address this issue, the National Pharmaceutical Pricing Authority (NPPA) plays a crucial role in regulating drug prices. Under the Drugs (Prices Control) Order, 2013 (DPCO, 2013), NPPA establishes ceiling prices for essential medicines, ensuring that patients can access the treatments they need without facing exorbitant costs. This includes both branded and generic medications. Manufacturers must adhere to these ceiling prices, which also include applicable Goods and Services Tax (GST). For new drugs, NPPA determines the retail price, which the manufacturer must follow. In contrast, manufacturers of non-scheduled drugs have the flexibility to set their maximum retail price (MRP). However, they cannot increase the MRP of a non-scheduled drug by more than 10% within a 12-month period.
The NPPA’s pricing strategy is designed to protect consumers while ensuring that manufacturers can still operate profitably. In cases where public interest is at stake, NPPA can also impose ceiling prices on non-scheduled drugs. This regulatory framework aims to balance the needs of patients with the realities of the pharmaceutical market, ultimately ensuring that essential medications remain within reach for those who need them most.
Measures to Make Cancer Drugs Affordable
To enhance the affordability of cancer treatments, the NPPA has implemented several significant measures. One of the most notable actions is the fixation of ceiling prices for 131 scheduled anti-cancer formulations under the National List of Essential Medicines (NLEM), 2022. This revision has led to a reduction of approximately 21% from the previous ceiling prices established under NLEM, 2015. As a result, patients are expected to save around โน294.34 crore annually.
Additionally, NPPA has set retail prices for 28 anti-cancer formulations from applicant manufacturing and marketing companies. This ensures that newly introduced drugs are also subject to price regulation, preventing excessive pricing in the market. Furthermore, NPPA has capped trade margins at 30% for 42 non-scheduled anti-cancer medicines. This decision has led to an average reduction of 50% in the MRP of 526 brands, translating to annual savings of approximately โน984 crore for patients.
These measures reflect a concerted effort to make cancer treatments more accessible, especially for low-income patients who may struggle to afford necessary medications.
Government Initiatives Supporting Cancer Treatment
The Indian government has introduced various initiatives to support cancer patients and enhance the accessibility of treatments. One such initiative is the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), which provides health insurance coverage of โน5 lakh per family per year for secondary and tertiary care hospitalization. This scheme benefits around 60 crore beneficiaries and covers various treatment-related aspects, including medications and diagnostic services.
Moreover, the Pradhan Mantri Bhartiya Janaushadhi Pariyojana aims to provide quality medicines at significantly lower prices through Jan Aushadhi Kendras. These medicines are typically available at rates 50% to 80% lower than those of branded counterparts. Additionally, the Affordable Medicines and Reliable Implants for Treatment (AMRIT) initiative offers discounts of up to 50% on essential medicines and surgical consumables through AMRIT Pharmacy stores.
Financial assistance programs, such as the Rashtriya Arogya Nidhi and the Health Ministerโs Discretionary Grant, further support patients from economically disadvantaged backgrounds. These programs provide up to โน15 lakh for cancer treatment and up to โน1.25 lakh for other major illnesses, ensuring that financial constraints do not hinder access to necessary care.
