Enhancing Fisheries in India: PMMSY Progress

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship scheme initiated by the Government of India. Launched by the Ministry of Fisheries, Animal Husbandry and Dairying, it aims to boost the fisheries sector across the country. The program began in the financial year 2020-21 and is set to continue until 2024-25. It encompasses all states and Union Territories, including Andhra Pradesh. Over the past four years, significant investments have been made to enhance fish production, improve infrastructure, and support the welfare of fishermen.
Financial Investments Under PMMSY
Since its inception, PMMSY has received substantial financial backing. The Department of Fisheries has approved developmental proposals amounting to โน20,990.79 crore. This includes a central share of โน8,924.33 crore. Specifically, Andhra Pradesh has been allocated โน2,398.72 crore, with a central share of โน559.10 crore. These funds are directed towards the development of fisheries and aquaculture, focusing on infrastructure and the welfare of local fishermen.
The financial commitment reflects the government’s dedication to revitalizing the fisheries sector. The investments are not just numbers; they represent a lifeline for many communities dependent on fishing. The funds will help modernize facilities, improve productivity, and ensure sustainable practices in aquaculture.
Key Interventions and Infrastructure Development
Under PMMSY, several key interventions have been implemented to enhance fish production and productivity. The scheme focuses on modernizing the value chain, creating fisheries infrastructure, and improving post-harvest management. Notable projects include the establishment of 58 fishing harbors and fish landing centers, 634 ice plants and cold storage facilities, and 202 retail fish markets.
Additionally, the scheme has introduced innovative solutions like e-platforms for e-trading and e-marketing of fish products. In Andhra Pradesh alone, significant projects have been initiated. These include 64 re-circulatory aquaculture systems, 97 biofloc units, and 471 fish marketing facilities. The focus on technology infusion is crucial for modernizing the fisheries sector and ensuring that it meets current demands.
Impact on Fish Production and Export
The implementation of PMMSY has led to remarkable growth in fish production and export. Annual fish production has increased from 141.64 lakh tonnes in 2019-20 to 175.45 lakh tonnes in 2022-23. This growth is a testament to the effectiveness of the interventions under the scheme.
Moreover, fisheries exports have surged from โน46,662.85 crore in 2019-20 to โน60,524.89 crore in 2023-24. This increase not only boosts the economy but also enhances the livelihoods of fishermen. Per capita fish consumption has also risen significantly, from 5-6 kg to 12-13 kg. In Andhra Pradesh, fish production has increased from 41.74 lakh tonnes in 2019-20 to 51.58 lakh tonnes in 2023-24.
Future of PMMSY and Fisheries Development
As the PMMSY program approaches its scheduled end on March 31, 2025, there is good news for stakeholders in the fisheries sector. The Ministry of Finance has agreed to extend the scheme until the financial year 2025-26. This extension will allow for continued support and development in the fisheries sector, ensuring that the momentum gained over the past years is not lost.
The ongoing commitment to the PMMSY reflects the government’s recognition of the importance of fisheries in India. With continued investment and support, the future of the fisheries sector looks promising. The focus on sustainable practices, technological advancements, and infrastructure development will help secure the livelihoods of millions of fishermen and contribute to the overall growth of the economy.
