Enhancing Education for Hearing-Impaired Students in India
In India, the challenges faced by individuals with disabilities are significant. According to the 2011 Census, approximately 2.68 crore people in the country reported having disabilities. Among them, 19% have hearing impairments. By 2023, the World Health Organization estimates that around 63 million people in India experience significant auditory challenges. Recognizing the need for inclusive education, the Government of India has taken a crucial step. On December 6, 2024, it launched Channel 31 on DTH, dedicated to Indian Sign Language (ISL) training. The channel was inaugurated by Union Minister for Education, Shri Dharmendra Pradhan, and Union Minister of State for Skill Development and Education, Shri Jayant Chaudhary. Incorporating Indian Sign Language into Education
Indian Sign Language (ISL) is a structured language that serves as the primary communication method for hearing-impaired individuals. To enhance educational access, the Indian Sign Language Research and Training Centre (ISLRTC) signed a Memorandum of Understanding (MoU) with the National Council of Educational Research and Training (NCERT) in 2020. This partnership aims to translate textbooks for classes I to XII and other teaching materials into ISL. The translation process is expected to be completed by 2026. This initiative is crucial for integrating ISL into the Indian education system, ensuring that hearing-impaired students receive the same quality of education as their peers. The government is also developing on-air television training modules for both students and educators. PM e-Vidya: A Comprehensive Digital Education Initiative
Launched on May 17, 2020, as part of the Atmanirbhar Bharat Abhiyaan, PM e-Vidya is a significant initiative by the Ministry of Education. Its primary goal is to provide multi-mode access to education through digital, online, and on-air platforms. This initiative is particularly vital in minimizing learning losses caused by the COVID-19 pandemic. PM e-Vidya supports the vision of the National Education Policy (NEP) 2020, which aims to ensure equitable and quality education across the country. The initiative leverages technology to make education accessible to all students, including those in rural and remote areas. It offers a wide range of digital resources, courses, and interactive content. By bridging the digital divide, PM e-Vidya ensures that every learner, regardless of their background, has access to quality education. The impact of PM e-Vidya has not gone unnoticed. In 2022, UNESCO recognized the initiative for its effective use during the COVID-19 pandemic. The Central Institute of Educational Technology (CIET), part of the NCERT, received the UNESCO King Hamad Bin Isa Al-Khalifa Prize for the Use of ICT in Education for 2021. This prestigious award highlights innovative technological approaches that expand educational opportunities for all, aligning with the 2030 Agenda for Sustainable Development, particularly Goal 4 on Education. The recognition underscores the importance of integrating technology into education, especially for marginalized groups, including those with hearing impairments. As the government continues to invest in initiatives like Channel 31 and PM e-Vidya, the future looks promising for inclusive education in India.
