Empowering Rural India: A Landmark Property Card Distribution

In a significant step towards empowering rural citizens, Prime Minister Narendra Modi presided over the largest-ever distribution of property cards under the SVAMITVA Scheme. This historic event took place on a single day, benefiting 65 lakh rural families with legal ownership documents. The ceremony was conducted virtually and witnessed participation from various dignitaries, including Union Ministers, Chief Ministers, and public representatives across 237 districts. The e-distribution ceremony, conducted via video conferencing, spanned over 50,000 villages across ten states and two Union Territories. This unprecedented initiative has brought the total number of property cards distributed under the SVAMITVA Scheme to an impressive 2.25 crore. The states involved in this distribution included Chhattisgarh, Gujarat, Himachal Pradesh, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Punjab, Rajasthan, Uttar Pradesh, and the Union Territories of Jammu & Kashmir and Ladakh.

Prime Minister Modi emphasized the importance of property rights for rural citizens. He noted that the SVAMITVA scheme was launched five years ago to ensure that people in rural areas receive their property cards. He highlighted that different states refer to property ownership documents by various names, such as Gharoni and Malmatta Patrak. The Prime Minister expressed his congratulations to the beneficiaries, stating that these legal documents would empower them economically and socially.

Transforming Lives Through Legal Ownership

During the event, the Prime Minister interacted with five beneficiaries of the SVAMITVA scheme, who shared their personal experiences. They spoke about how receiving property cards has transformed their lives by minimizing disputes and enabling them to monetize their assets. The beneficiaries included individuals from diverse backgrounds, showcasing the scheme’s broad impact across different regions.

The Prime Minister pointed out that many beneficiaries are small and medium farmer families. For them, property cards serve as a significant guarantee of economic security. He also highlighted the challenges faced by Dalit, backward, and tribal families, who often suffer from illegal occupations and prolonged court disputes. With the issuance of legal documents, these families can now navigate these challenges more effectively.

Union Minister Rajiv Ranjan Singh emphasized the unprecedented scale of the property card distribution. He stated that empowering rural households with legal ownership rights is crucial for national strength. The Union Minister also highlighted the scheme’s role in women’s empowerment. Launched on April 24, 2020, the SVAMITVA scheme has revolutionized rural land governance in India. It has successfully mapped over 3.17 lakh villages using advanced drone technology, covering an impressive 67,000 square kilometers of rural residential land valued at Rs. 132 lakh crore. The success of the SVAMITVA scheme has garnered international attention, with plans to showcase India’s innovative land governance model at upcoming global conferences.
