Election Commission of India Holds Meeting with Political Party Representatives

The Election Commission of India (ECI) convened a meeting with representatives from various political parties at Nirvachan Sadan on Wednesday. Led by Chief Election Commissioner Shri Gyanesh Kumar, along with Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, the Commission addressed concerns regarding the ongoing Special Intensive Revision (SIR) in Bihar. The meeting highlighted the importance of transparency and participation in the electoral process, urging political parties to enhance their involvement in the voter enrollment initiative.
Overview of the Special Intensive Revision (SIR)
The ECI is conducting the SIR in a structured and phased manner to ensure that all eligible citizens in Bihar are included in the electoral process. The initiative is supported by the active participation of 154,977 Booth Level Agents (BLAs) appointed by recognized political parties across the state. These agents play a crucial role in facilitating a transparent process. Chief Election Commissioner Gyanesh Kumar encouraged all political parties to appoint additional BLAs to assist voters with enrollment, thereby enhancing the transparency and participatory nature of the process.
Phased Approach to Voter Enrollment
The SIR is divided into several phases, beginning with the first phase from June 25 to July 3, 2025. During this period, Enumeration Forms (EFs) will be printed and distributed to approximately 7.90 crore electors in Bihar. Electoral Registration Officers (EROs) will provide partially pre-filled forms based on existing records as of June 23, 2025. A network of 77,895 Booth Level Officers (BLOs) will deliver these forms directly to voters. Additionally, forms can be downloaded from the ECI portal, and BLAs are allowed to submit up to 50 certified forms daily.
The second phase will involve filling out and submitting the Enumeration Forms by July 25, 2025. To assist voters, nearly 4 lakh volunteers, including government officials and NCC cadets, will be deployed to ensure a smooth process, particularly for vulnerable groups such as the elderly and persons with disabilities.
Documentation Requirements for Voter Enrollment
Electors listed in the Electoral Roll as of January 1, 2003, are required to submit only the Enumeration Form along with an extract of the roll, without needing additional documents. However, those not listed in the 2003 Roll must provide documentation to verify their date and place of birth, depending on their birth date. Specific requirements vary based on age, with different documentation needed for individuals born before, between, or after certain dates.
For individuals whose parents were on the Electoral Roll as of January 1, 2003, no additional documentation is necessary. This streamlined approach aims to facilitate the enrollment process for all eligible voters.
Final Steps and Publication of the Electoral Roll
The third phase of the SIR will run concurrently from June 25 to July 26, 2025, during which completed Enumeration Forms will be collected by BLOs, who will also upload data using the BLO App/ECINET. Acknowledgment receipts will be issued to electors upon collection. The Draft Electoral Roll is set to be published on August 1, 2025, including all electors who submitted their forms by the deadline.
Following the publication of the Draft Roll, a claims and objections period will be open from August 1 to September 1, 2025. During this time, the public can file claims for inclusion or raise objections to existing entries. The Final Electoral Roll will be published on September 30, 2025, with hard and soft copies provided to recognized political parties. The ECI encourages all eligible citizens in Bihar to actively participate in this special drive to ensure comprehensive voter enrollment.
