DoSJE Holds 28th Coordination Committee Meeting

Union Minister for Social Justice and Empowerment, Dr. Virendra Kumar, and Union Minister for Tribal Affairs, Shri Jual Oram, co-chaired the 28th meeting of a crucial committee aimed at addressing untouchability and atrocities against Scheduled Castes (SCs) and Scheduled Tribes (STs) in New Delhi. The meeting, attended by several Union Ministers of State, focused on reviewing the current status of legal proceedings and the effectiveness of existing laws designed to protect vulnerable communities. Key discussions included the filing rates of charge sheets, the backlog of cases, and the functioning of special courts dedicated to these issues.

Key Discussions on Legal Proceedings

During the meeting, participants examined several pressing issues related to the legal framework protecting SCs and STs. They discussed the rate at which charge sheets are filed in courts and the significant backlog of pending cases. The committee reviewed the status of Exclusive Special Courts, which are designed to expedite cases involving atrocities against marginalized communities. Additionally, the meeting addressed the functioning of Vigilance and Monitoring Committees, which play a crucial role in overseeing the implementation of protective laws. The committee also looked into grievances reported on the National Helpline against atrocities, emphasizing the need for an action plan to address shortcomings in the enforcement of the Protection of Civil Rights (PCR) Act and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

Commitment to Dignity and Justice

In his closing remarks, Dr. Virendra Kumar underscored the importance of regular meetings at both the state and district levels to monitor the implementation of protective laws. He urged state officials to take proactive measures to prevent the exploitation of SC and ST populations. The Minister also highlighted the necessity of establishing more Special Police Stations to ensure accountability and prompt action against officials who neglect their duties under the provisions of the PoA Act. This commitment reflects the government’s resolve to uphold the dignity of vulnerable sections of society and ensure justice for victims of caste-based discrimination.

The meeting saw participation from various state governments, including Additional Chief Secretaries, Secretaries, and senior police officials from the SC/ST Development and Welfare Departments. The attendees collectively reaffirmed their commitment to uphold the intent and spirit of the PCR and PoA Acts, ensuring that justice is delivered to victims of atrocities. The committee, established in 2006, operates under the leadership of the Union Minister for Social Justice and Empowerment. It includes representatives from the Ministry of Home Affairs, Tribal Affairs, Law and Justice, and the National Commissions for Scheduled Castes and Scheduled Tribes. The formation of this committee was a response to recommendations from the Parliamentary Committee on the Welfare of SCs and STs. Its primary objective is to devise strategies to combat atrocities and ensure the effective administration of the PCR Act and the PoA Act. Through its ongoing efforts, the committee aims to create a more just and equitable society for all.
