DoSJE Conducts National Workshop and Training Programme for Stakeholders

The Union Ministry of Social Justice and Empowerment (M/o SJE) hosted a National Workshop and Orientation Programme in Indore, focusing on the SMILE Sub-Scheme aimed at the comprehensive rehabilitation of individuals engaged in begging. The event, presided over by Secretary Amit Yadav, gathered senior officials from both Central and State Governments, along with various stakeholders. The one-day workshop attracted State Nodal Officers, representatives from Urban Local Bodies, NGOs, and members of the Expert Network. The primary goal was to foster a collaborative dialogue on improving the implementation of the SMILE-B scheme. The discussions focused on critical areas such as rescue operations, primary rehabilitation, and the convergence of livelihood opportunities for individuals transitioning out of begging. Participants engaged in technical sessions that highlighted successful case studies and expert insights on skill development and counseling methodologies. The day concluded with training on Standard Operating Procedures (SOP) and best practices, ensuring that all stakeholders were equipped with the necessary tools for effective implementation.

Government Commitment to Rehabilitation
In his keynote address, Secretary Amit Yadav reaffirmed the government’s dedication to the comprehensive rehabilitation of individuals engaged in begging. He emphasized the importance of unified action, capacity building, and data-driven implementation to achieve meaningful outcomes. Ms. Sonali Ponkshe Vayangankar, Principal Secretary of the Social Justice and Empowerment of Persons with Disabilities Department in Madhya Pradesh, highlighted the significance of interdepartmental coordination for effective rehabilitation. The commitment to inclusive and dignified social support was echoed by Ms. Deshmukh, reinforcing the government’s focus on creating sustainable livelihoods for marginalized communities.
Impact and Future Directions
Launched in October 2023, the SMILE Scheme aims to create a “Begging-Free India” through coordinated efforts among various stakeholders, including Central and State Governments, Urban Local Bodies, and Civil Society Organizations. To date, over 22,410 individuals have been identified, with 3,400 successfully rehabilitated. The initiative is set to expand its reach in Phase 3, targeting 100 cities across 34 States and Union Territories. The National Implementation Workshop served as a platform for over 23 States and 67 Districts to collaborate, emphasizing the government’s commitment to dignity, inclusion, and sustainable livelihoods for the most marginalized sections of society. During the event, Secretary Yadav also reviewed merchandise produced by rehabilitated individuals, showcasing the tangible outcomes of the SMILE initiative.
