Deputy Special Envoy Warns Security Council of Displacement and Civilian Harm in Syria Due to Middle East Escalation

The ongoing conflict in the Middle East is increasingly affecting Syria, leading to a rise in civilian casualties and displacement, according to United Nations officials who addressed the Security Council. Claudio Cordone, the Deputy Special Envoy for Syria, warned that the fragile recovery of the country could be jeopardized by the regional turmoil. He highlighted the urgent need for restraint from Israel and emphasized the importance of a political transition in Syria, which has seen some progress despite the challenges posed by external conflicts.

Impact of Regional Conflict on Syria’s Stability

The escalation of violence in the Middle East is creating significant challenges for Syria, a nation already grappling with the aftermath of a prolonged civil war. Claudio Cordone noted that recent incidents, including the interception of Iranian missiles and drones in Syrian airspace, have resulted in civilian casualties. Additionally, around 140,000 individuals have crossed into Syria seeking safety from Israeli strikes in Lebanon. Cordone urged Israel to avoid actions that could further destabilize Syria, emphasizing the need for a peaceful resolution to the ongoing conflict. He reminded the Council of the five-year timeline established last year for Syria’s political transition, which aims to culminate in a new constitution and elections by 2030. While some progress has been made, including elections in Raqqa and upcoming voting in Hasakah, the situation remains precarious.

Humanitarian Challenges Amidst Ongoing Conflict

Joyce Msuya, Assistant Secretary-General for Humanitarian Affairs, expressed concern over the humanitarian situation in Syria, which is being exacerbated by the regional conflict. Although conditions in northern and eastern Syria have stabilized, urgent needs persist. Over 100,000 people remain displaced in Aleppo and Al-Hasakeh, and irregular electricity supply continues to disrupt essential services such as water stations and hospitals. Humanitarian organizations are reaching over 200,000 individuals each month in return areas, but Msuya stressed that humanitarian aid cannot replace state-led services. The situation in Kobani remains dire, with electricity partially restored and ongoing shortages. Furthermore, the closure of Al-Hol camp has left around 3,000 women and children in a transit camp, highlighting the urgent need for resources and security for mine action groups to operate effectively.

Yusra Mardini, an Olympic swimmer and UNHCR Goodwill Ambassador, shared her urgent concerns about the plight of children in Syria, stating that half of them have never experienced peace. Upon returning to Syria after a decade, she observed that many people are returning to rubble rather than rebuilt homes. Mardini called for an inclusive recovery process that prioritizes accountability for past atrocities and addresses the needs of detainees. She emphasized the importance of investing in education and mental health for the youth, as many have been forced to abandon their studies to support their families. Mardini urged the international community to provide sustained humanitarian aid and support for Syria’s health system, stressing that young people are eager to contribute to rebuilding their country but require assistance to do so.

During the Security Council discussions, several member states expressed their apprehensions regarding the impact of regional conflicts on Syria’s stability. Denmark’s representative highlighted that while Syria has not been directly involved, it is still affected by the consequences of the regional escalation. Calls for restraint were echoed by representatives from various countries, including Pakistan and Bahrain, who urged an end to hostile actions and military incursions. France emphasized its commitment to protecting Syria from the widening conflict, while China warned that further hostilities would exacerbate civilian suffering and disrupt regional economies. As the humanitarian needs in Syria remain acute, with millions requiring basic necessities, the international community is urged to provide support and ensure that Syria’s sovereignty is respected as it navigates its path toward recovery.
