Department of Posts and BSNL Sign MoU for SIM Sales and Mobile Recharge Services

The Department of Posts (DoP) and Bharat Sanchar Nigam Limited (BSNL) have entered into a significant partnership aimed at enhancing mobile connectivity across India. The Memorandum of Understanding (MoU) was signed on September 17, 2025, in New Delhi, marking a strategic collaboration that leverages the extensive postal network of India. The MoU was signed by Ms. Manisha Bansal Badal, General Manager of Citizen Centric Services at the DoP, and Shri Deepak Garg, Principal General Manager of Sales and Marketing for Consumer Mobility at BSNL. Under this agreement, the DoP will utilize its vast network of over 1.65 lakh post offices to facilitate the sale of BSNL SIM cards and mobile recharge services throughout the country. This collaboration aims to create a robust last-mile connectivity solution, ensuring that BSNL’s services reach even the most remote villages and towns in India.

The initiative is particularly focused on making mobile services affordable and accessible for citizens who often face challenges with connectivity. By transforming post offices into service points, the partnership seeks to bridge the digital divide and empower rural households with essential mobile services. A successful proof of concept was previously implemented in Assam, showcasing the potential for a nationwide rollout of this model.

Operational Framework

As part of this collaboration, post offices will serve as Points of Sale (PoS) for BSNL, handling the sale of mobile SIM cards and facilitating mobile recharges. BSNL will supply the necessary SIM stock and provide training to post office staff to ensure smooth operations. The DoP will be responsible for onboarding new customers and managing transactions in a secure and standardized manner.

This operational framework is designed to ensure that citizens can conveniently access mobile services at their nearest post office. The partnership aims to enhance the overall customer experience while maintaining high standards of cybersecurity and data privacy. Both organizations will work closely to monitor the initiative’s progress, conducting monthly reconciliations to ensure compliance with established protocols.
