CSIR-IMMT Signs Joint Declarations of Intent with Giredmet and Rosatom of Russia

The Council of Scientific and Industrial Research (CSIR) has taken a significant step towards enhancing international collaboration in the field of critical minerals. Through its esteemed minerals research institute, CSIR-IMMT, the organization has signed two Joint Declarations of Intent (JDIs) with prominent Russian institutions. These agreements aim to bolster cooperation in critical mineral processing and sustainable resource development, marking a pivotal moment in scientific collaboration between India and Russia.

Details of the Joint Declarations

The two JDIs were signed by Dr. Ramanuj Narayan, Director of CSIR-IMMT, in separate ceremonies with Dr. Andrei I. Golinei from JSC Giredmet and Dr. Michael R. Filonov from the National University of Science and Technology MISIS. These agreements are designed to facilitate joint research and development initiatives focusing on critical minerals, which are essential for various technological advancements. The collaboration is expected to enhance the capabilities of both institutions in mineral processing technologies, contributing to sustainable resource management.

The signing was coordinated by Dr. Kali Sanjay, Chief Scientist and Head of Business Development at CSIR-IMMT, alongside key representatives from the Russian institutions. This includes Dr. Konstantin V. Ivanovskikh, Deputy Director for Science and Innovation at Giredmet, and Dr. Korotchenko Natalia, Director of the MISIS Information and Marketing Centre. The presence of Shri Anoop Kumar Srivastava, Counsellor (Space) at the Indian Embassy in Moscow, underscores the importance of this bilateral collaboration in advancing critical minerals technologies.

Meeting with the Indian Ambassador

Following the signing of the JDIs, the CSIR-IMMT team, led by Dr. Ramanuj Narayan and Dr. Kali Sanjay, met with His Excellency Mr. Vinay Kumar, the Indian Ambassador to the Russian Federation. This meeting took place at the Indian Embassy in Moscow on April 24, 2025. The discussions were facilitated by Shri Anoop Kumar Srivastava, who played a crucial role in bridging communication between the two nations.

During this interaction, the CSIR-IMMT team briefed the Ambassador on the objectives of their visit to Russia. They emphasized the significance of research and development, particularly in process metallurgy, which is vital for India’s self-reliance and development goals, known as Atmanirbhar Bharat and Viksit Bharat. The meeting highlighted the strategic importance of international partnerships in advancing India’s technological capabilities in critical minerals.

Significance of the Collaborations

The collaborations established through the JDIs are expected to have far-reaching implications for both India and Russia. Critical minerals play a crucial role in various industries, including electronics, renewable energy, and defense. By working together, CSIR-IMMT and its Russian counterparts aim to develop innovative solutions that can enhance mineral processing techniques and promote sustainable practices.

These agreements also align with India’s broader goals of achieving self-sufficiency in critical mineral resources. As the demand for these minerals continues to rise globally, the partnership with Russian institutions will enable India to strengthen its position in the international market. The focus on sustainable resource development will ensure that both nations can meet their industrial needs while minimizing environmental impacts.
