Contract Workers at Risk of Job Loss Due to Fuel and Input Supply Challenges
Fuel and raw material supply constraints are causing significant disruptions in various manufacturing sectors across India, particularly affecting small businesses and gig workers. Industries such as steel, automotive, textiles, and pharmaceuticals are experiencing operational challenges due to rising input costs and shortages. The ongoing LPG crisis has forced many restaurants and food service providers to reduce operations or temporarily shut down. As larger companies adapt by switching to alternative fuels, the ripple effects on employment and the gig economy are becoming increasingly evident.
Manufacturing Sector Struggles
The manufacturing sector is facing severe challenges as fuel and raw material supply issues persist. Industry representatives and HR experts have noted that small and medium enterprises (SMEs) are particularly vulnerable. The automotive component sector, crucial for the car industry’s supply chain, has been hit hard due to its reliance on gas. Additionally, ceramics and glass production hubs, such as those in Khurja and Firozabad, are experiencing slowdowns and shutdowns. In Agra, production has also been affected, with rising input costs and weak demand compounding the difficulties faced by manufacturers.
Ashok Saigal, chairman of the CII National MSME Council, highlighted that sectors like glass, packaging, paints, and plastics are grappling with supply shortages, which in turn impact downstream industries like automobiles and pharmaceuticals. Foundry units in southern India operated at nearly 50% capacity in March, while disruptions were reported in the paint cluster in Aurangabad. The situation is exacerbated by the rising costs of LPG cylinder refills, which have surged from around Rs 150 to Rs 450 per kg, prompting many workers to return to their villages and further straining the labor market.
Impact on the Gig Economy
The gig economy, which employs approximately 12 million workers in India, is also feeling the pressure from these supply chain disruptions. Many gig workers are engaged in last-mile delivery and cab aggregation services, making them particularly susceptible to fluctuations in demand and workforce availability. Balasubramanian A, a senior vice president at TeamLease Services, noted that platforms may begin to diversify roles for workers to reduce reliance on single segments, such as food delivery.
The upcoming elections, harvest seasons, and key festivals typically see a portion of the workforce returning to their home states, which could further tighten labor availability. With elections scheduled in several states this month, the labor pool is expected to shrink, adding to the challenges faced by gig workers. Sonal Agrawal, managing partner at Accord India/AltoPartners, pointed out that while no immediate structural changes are anticipated from companies, gig workers are already feeling the adverse effects of the operational slowdown.
Shifts in Workforce Strategies
In response to the ongoing challenges, organizations are moving beyond reactive measures and are recalibrating their workforce models to build resilience, particularly within the gig and delivery sectors. Yeshab Giri, chief commercial officer at Randstad India, emphasized that companies are focusing on creating more adaptable workforce strategies to navigate the current landscape. This shift aims to ensure that businesses can better withstand future disruptions while maintaining operational efficiency.
