Coal Ministry Conducts Workshop on SWCS Exploration Module

In a pivotal step towards enhancing digital transformation in the coal industry, the Ministry of Coal hosted a hands-on training workshop on July 25, 2025. The event, held at the Tagore Chamber in SCOPE Complex, New Delhi, aimed to familiarize stakeholders with the Exploration Module of the Single Window Clearance System (SWCS). This initiative seeks to improve the efficiency of exploration-related submissions and approvals, promoting a more streamlined process within the sector.

Workshop Highlights and Objectives

The workshop was chaired by Ms. Rupinder Brar, Additional Secretary and Nominated Authority, who underscored the importance of digital platforms in simplifying and expediting approval processes in the coal sector. She encouraged stakeholders to actively engage with the SWCS portal, emphasizing that these digital systems are crucial for enhancing transparency, efficiency, and accountability. Senior officials from the Ministry of Coal participated in the event, providing technical briefings and addressing stakeholders’ queries regarding the operational framework of the module.

The session included a comprehensive demonstration of the Exploration Module, conducted in collaboration with CMPDIL. This demonstration offered participants a practical understanding of the module’s end-to-end digital workflow. Attendees learned about the complete process for submitting, evaluating, and approving essential exploration documents, such as Geological Report schemes and compliance filings. This hands-on experience aimed to clarify the module’s functionalities and highlight its role in digitizing exploration approvals.

Significance of the Exploration Module

Launched by Union Minister of Coal and Mines Shri G Kishan Reddy on July 4, 2025, the Exploration Module represents a significant advancement in the Ministry’s digital governance efforts. It replaces traditional manual processes with a fully digital system, allowing for real-time tracking, structured timelines, and automated communication. This modernization is expected to minimize delays and foster a transparent and accountable approval mechanism, marking a key milestone in the evolution of coal administration.

The Exploration Module is an integral component of the broader Single Window Clearance System (SWCS), which has been operational since January 11, 2021. The SWCS serves as a unified digital platform for obtaining various statutory clearances, including Mining Plans and Environmental Clearances. It is designed to facilitate seamless inter-ministerial coordination and is aligned with the National Single Window System (NSWS) and PARIVESH 2.0, enhancing digital synergy across government departments.

Stakeholder Engagement and Feedback

The workshop witnessed enthusiastic participation from a diverse group of stakeholders, including coal block allottees and accredited exploration agencies. Participants praised the Exploration Module for its user-friendly interface and streamlined processes, which simplify the clearance procedures. The interactive format of the workshop encouraged open dialogue, allowing stakeholders to voice their concerns and receive direct guidance from Ministry officials and CMPDIL experts. This collaborative environment fostered a solution-oriented approach to addressing implementation challenges.

The Ministry of Coal remains committed to promoting a transparent and efficient governance ecosystem through the adoption of digital platforms like the SWCS and its Exploration Module. By encouraging stakeholders to embrace these systems, the Ministry aims to facilitate faster clearances and improve operational accountability. This initiative aligns with the national vision of Viksit Bharat and Digital India, driving sustainable growth and operational excellence in the coal sector for the future.

Future Prospects and Commitment

The Ministry’s efforts to digitize the coal sector reflect a broader commitment to modernizing governance and enhancing operational efficiency. By promoting the Exploration Module and the SWCS, the Ministry is paving the way for a more streamlined and accountable process in the coal industry. Stakeholders are urged to fully engage with these digital systems, which are essential for achieving the goals of transparency and efficiency in the sector. As the Ministry continues to advance its digital initiatives, it aims to foster a more sustainable and technologically driven coal administration framework in the years to come.
