Chintan Shivir 2025: Driving Inclusive Governance
Dehradun, April 8, 2025 – The second day of the Chintan Shivir 2025, organized by the Union Ministry of Social Justice and Empowerment, focused on fostering constructive dialogue and enhancing policy coherence. With participation from 34 States and Union Territories, discussions aimed at addressing practical challenges and promoting effective governance. The event underscored the importance of collaboration among various stakeholders to ensure inclusivity and strengthen the delivery of social initiatives.
Key Discussions on Social Empowerment
The day commenced with a session dedicated to social empowerment, spotlighting national initiatives like the National Action Plan on Drug Demand Reduction (NAPDDR) and the Nasha Mukt Bharat Abhiyaan (NMBA). Representatives from various states shared their experiences regarding field-level challenges and innovative solutions in combating substance abuse. Emphasizing community mobilization, the discussions highlighted the significance of awareness campaigns in addressing these pressing issues.
Furthermore, the session delved into the comprehensive rehabilitation of individuals engaged in begging. States contributed valuable insights on practical challenges and strategies for integrating these individuals into mainstream society. This collaborative approach aimed to ensure that no one is left behind in the journey towards social empowerment.
Strengthening Rehabilitation Initiatives
Another significant topic of discussion was the Deendayal Divyangjan Rehabilitation Scheme (DDRS). Participating states presented best practices and identified critical areas for expansion, particularly in rural and remote regions. The emphasis was on aligning efforts between the Centre and states to enhance the reach and effectiveness of rehabilitation programs.
These sessions showcased the importance of collaboration in ensuring that marginalized communities receive the support they need. By sharing experiences and strategies, stakeholders aimed to create a more inclusive framework for social rehabilitation and empowerment.
Technical Sessions and Financial Insights
A technical session provided a platform for detailed discussions on the Single Nodal Agency (SNA) systems, social audits, and capacity-building initiatives led by the National Institute of Social Defence (NISD). These deliberations reflected a collective commitment to improving transparency and monitoring in the implementation of social schemes.
Additionally, a review of the Ministry’s four national finance and development corporations—NSFDC, NBCFDC, NDFDC, and NSKFDC—offered insights into income generation and livelihood promotion efforts targeting Scheduled Castes, Other Backward Classes, Persons with Disabilities, and sanitation workers. Stakeholders engaged in brainstorming sessions aimed at streamlining access to finance and enhancing entrepreneurship among marginalized groups.
