More than two weeks after China announced a relaxation of restrictions on rare earth exports, Indian automakers and component suppliers are still grappling with a shortage of critical magnets. This ongoing supply issue has left the industry in a precarious position, as high-level discussions between India and China have yet to yield tangible results. Executives from various companies have voiced their concerns, highlighting the urgent need for a resolution to avoid production bottlenecks, especially with the festive season approaching.
Supply Chain Challenges Persist
Despite the easing of export restrictions by Beijing, the supply of rare earth magnets essential for electric motors in vehicles remains stalled. Shenu Agarwal, Managing Director and CEO of Ashok Leyland, emphasized that while there is intent for change, the situation on the ground has not improved. He noted that the magnet supply has not resumed, leaving manufacturers to navigate the challenges of daily operations without a reliable source of these critical components. A senior executive from a global component supplier confirmed that shipments are still on hold, although there is hope that approvals could be granted within the next month.
TVS Motor Co. is also feeling the pressure, with CEO K N Radhakrishnan stating that the company is managing the magnet shortage on a day-to-day basis, which presents significant challenges. The disruption in magnet supply is particularly concerning as these components are vital for the production of passenger cars, two-wheelers, and commercial vehicles. Industry insiders fear that the ongoing shortages could lead to production bottlenecks during the peak demand period of the festive season.

Mahindra, for instance, has managed to maintain sufficient stock levels to last through the December quarter. The situation underscores India’s heavy reliance on Chinese supplies, as China accounts for over 80% of global rare earth magnet exports. This dependency raises concerns about the long-term sustainability of India’s automotive industry, particularly as it seeks to transition towards electric vehicles and reduce its carbon footprint.
Efforts to Build Resilience
In response to the ongoing supply chain challenges, the Indian Ministry of Mines is actively working on measures to enhance supply chain resilience for critical minerals. India has entered into bilateral agreements with resource-rich nations, including Australia, Argentina, Zambia, and Peru, to secure a more stable supply of essential materials. Additionally, Khanij Bidesh India Limited (KABIL) has been tasked with acquiring overseas mineral assets of strategic importance to bolster India’s resource base.
Despite these initiatives, industry executives acknowledge that establishing reliable non-Chinese supply chains will take years. For now, automakers are adopting a cautious approach, stretching their existing inventories to keep production lines operational. A senior industry executive remarked that while production has not yet been disrupted, the situation remains precarious, and the industry is in a balancing act as it awaits the resumption of magnet supplies.
