Blue Economy and Sustainable Fisheries Infrastructure

The Indian government is making significant strides in the fisheries sector through the implementation of the Pradhan Mantri Matsya Sampada Yojana (PMMSY). With an investment of โ‚น20,050 crore, this flagship scheme aims to enhance the fisheries infrastructure across all states and Union Territories over a five-year period, from 2020-2025. Key initiatives include the development of smart and integrated fishing harbors, which prioritize sustainability and efficiency, alongside modernization projects for existing fishing harbors. This comprehensive approach is expected to boost fish production, enhance exports, and create numerous employment opportunities for local fishermen and related stakeholders.

Investment in Sustainable Fisheries Infrastructure

The PMMSY is designed to usher in a Blue Revolution in India by promoting sustainable and responsible development within the fisheries sector. The initiative includes a substantial investment of โ‚น20,050 crore aimed at modernizing and expanding fishing infrastructure. This encompasses the establishment of smart fishing harbors equipped with eco-friendly technologies, aligning with the Food and Agriculture Organization’s Blue Port Initiative. The government has approved the development of three smart and integrated fishing harbors located in Vanakbara (Diu), Karaikal (Puducherry), and Jakhau (Gujarat), with a total estimated cost of โ‚น369.8 crore. These harbors will not only enhance operational efficiency but also ensure the safety and sustainability of fishing practices.

Modernization Projects Across States

In addition to the new developments, the Department of Fisheries has approved the modernization of five fishing harbor projects under the Central Sector component of PMMSY, with an estimated cost of โ‚น651.14 crore. Furthermore, 11 fishing harbor projects have been greenlit under the central sponsored component, amounting to โ‚น263.54 crore. The modernization efforts are expected to yield significant socio-economic benefits, including increased fish production, enhanced export capabilities, and the growth of ancillary fisheries-related industries. This initiative is set to accelerate trade for local fishermen and stakeholders, ultimately leading to improved livelihood opportunities.

Collaborations and Additional Support Initiatives

In March 2025, the Department of Fisheries signed a Technical Cooperation Programme agreement with the Food and Agriculture Organization to strengthen Blue Ports initiatives in India. Additionally, a workshop on the concept of Eco-Fishing Ports was conducted in collaboration with the French Development Agency in May 2025. The government is also implementing the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), which aims to formalize the fisheries sector and support micro and small enterprises with an investment of โ‚น6,000 crore. This sub-scheme is backed by external funding, including โ‚น1,125 crore from the World Bank and โ‚น375 crore from the French Development Agency.

Funding Allocation and Future Prospects

The funds allocated for these initiatives are being channeled through the SNA-SPARSH system, with mother sanctions issued to various state governments for the current financial year. For instance, โ‚น50 crore has been allocated to Kerala and Tamil Nadu, while โ‚น10.68 crore has been designated for West Bengal and โ‚น50 crore for Karnataka. These funds are intended for the implementation of various approved activities, including the fishing harbor projects. Union Minister of State for Fisheries, Animal Husbandry, and Dairying, Shri George Kurian, provided this information in a written reply to the Rajya Sabha on July 23, 2025. The ongoing efforts under PMMSY are expected to significantly transform the fisheries landscape in India, fostering growth and sustainability in the sector.
