Asia-Pacific Nations Unite for Circular Economy

The 12th Regional 3R and Circular Economy Forum in Asia and the Pacific concluded today with the unanimous adoption of the ‘Jaipur Declaration’ by member countries. This pivotal agreement outlines strategies tailored to national policies and capabilities, aiming to enhance resource efficiency and sustainable material consumption. A significant highlight of the forum was the establishment of the Cities Coalition for Circularity (C-3), a collaborative platform designed to foster global partnerships in circular economy initiatives.

Key Features of the Jaipur Declaration

The Jaipur Declaration serves as a comprehensive framework addressing various waste streams and the corresponding circular economy goals. It emphasizes the importance of resource efficiency and sustainable consumption, while also acknowledging the roles of informal sectors, gender issues, and labor considerations. The document outlines actionable strategies for implementation, including partnerships, technology transfer, funding mechanisms, and research and development initiatives. This holistic approach aims to guide member nations towards a sustainable circular economy, ensuring that environmental concerns are integrated into economic planning.

Union Minister Shri Manohar Lal, in his closing remarks, expressed pride in the declaration’s adoption, highlighting its potential to steer member nations towards a circular transition. He reiterated India’s commitment to the principle of “One Earth, One Family, One Future” and invited all UN member countries to join the C-3 coalition, reinforcing the collaborative spirit needed to tackle global environmental challenges.

Historic Participation and Discussions

The forum, held from March 3 to 5, 2025, at the Rajasthan International Centre in Jaipur, witnessed high-level participation from 24 Asia-Pacific member countries. Key figures included ministers from Japan, Solomon Islands, Tuvalu, and Maldives, alongside nearly 200 international delegates, including government officials and experts. From India, 800 delegates represented 33 states and union territories, contributing to discussions on sustainable resource utilization and waste management.

During the event, 120 speakers participated in a variety of sessions, including plenary discussions and thematic workshops. The forum also featured a virtual platform to ensure broader participation, allowing stakeholders from across the globe to engage in critical dialogues on circular economy practices. The inaugural day highlighted India’s commitment to sustainability, with the Prime Minister’s message emphasizing the Pro Planet People (P-3) approach and the launch of the Cities Coalition for Circularity.

Innovative Initiatives and Future Prospects

Significant announcements during the forum included India’s candidacy to host the World Circular Economy Forum (WCEF) in 2026, following São Paulo, Brazil, in 2025. This declaration was made during a special session attended by key ministers, underscoring India’s leadership in promoting circular economy principles. The forum also saw the launch of several initiatives aimed at enhancing waste management practices, including the SBM Waste to Wealth PMS Portal and India’s Circular Sutra, a compilation of best practices in urban sustainability.

Additionally, a memorandum of understanding was signed between the Council of Scientific and Industrial Research (CSIR) and the Ministry of Housing and Urban Affairs (MoHUA) to advance scientific research in circular economy solutions. Delegates participated in technical visits to solid and liquid waste management facilities, gaining insights into sustainable urban practices. The forum’s outcomes reflect a collective commitment to fostering a circular economy, paving the way for a more sustainable future in the Asia-Pacific region.
