Adi Sewa Parv Marks Adoption of Tribal Village Vision 2030 in Special Gram Sabhas
Under the leadership of Prime Minister Narendra Modi, the Government of India has designated the period from November 15, 2024, to November 15, 2025, as Janjatiya Gaurav Varsh, a celebration of tribal heritage and contributions. To support this initiative, the Ministry of Tribal Affairs has launched the Adi Karmayogi Abhiyan, which aims to empower over 11.5 crore tribal citizens across 1 lakh villages and tolas in 30 states and union territories. The program was officially inaugurated by the Prime Minister on September 17, 2025, in Dhar, Madhya Pradesh, marking a significant step towards enhancing tribal leadership and community development.
Tribal Village Vision 2030: A Community-Centric Approach
On October 2, 2025, a pivotal moment occurred when tribal villages and tolas adopted the Tribal Village Vision 2030 Declaration during Special Gram Sabhas. This initiative allows tribal communities to define their development priorities for the next decade, aligning with the broader vision of Viksit Bharat@2047. The process emphasizes community-led development, encouraging villagers to engage in Transect Walks, Focused Group Discussions (FGDs), and Gap Analysis to identify local needs and opportunities. Each declaration outlines specific goals in education, health, livelihood, social and financial inclusion, and infrastructure, ensuring that the unique needs of each community are addressed.
The initiative also integrates actions with existing government schemes, such as PM JANMAN and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan 2.0. Additionally, the establishment of Adi Sewa Kendras in every village serves as a single-window service center, where villagers contribute one hour of voluntary service each week. This participatory approach fosters accountability and empowers communities to take an active role in their development.
Empowering Grassroots Leaders through Training
Since July 10, 2025, the Adi Karmayogi Abhiyan has trained 20 lakh senior officials, self-help group (SHG) women, and tribal youth as Adi Karmayogis through intensive seven-day residential Governance Process Labs. These trained individuals are equipped to ensure the effective delivery of government schemes, promote the convergence of departmental resources, and engage tribal communities as equal partners in governance. This grassroots leadership model aims to enhance local governance and ensure that the voices of tribal citizens are heard in decision-making processes.
The initiative has seen significant participation, with approximately 300 districts and over 46,000 villages involved in the Village Vision 2030 exercises. More than 78 lakh participants have engaged in these activities, and over 7.5 lakh Adi Sathi and Sahyogi have been mobilized to support the program. During this period, individual entitlement cards, including Aadhaar and Ayushman Bharat, were created and distributed to 23 lakh beneficiaries, further enhancing access to essential services.
Technological Innovations for Enhanced Governance
The Adi Karmayogi Abhiyan leverages technology to improve governance and communication between government officials and tribal communities. The AI-powered Adi Vaani App facilitates real-time communication in native languages, ensuring that information reaches the intended audience effectively. This technological integration is crucial for the timely delivery of government schemes and services, fostering transparency and accountability.
The initiative’s impact is substantial, with 11.5 crore tribal citizens empowered through various programs. The establishment of 1 lakh Adi Sewa Kendras serves as a testament to the government’s commitment to providing accessible services to tribal communities. Additionally, the participatory mechanisms, such as Special Gram Sabhas and FGDs, ensure that grievances are addressed promptly, and the needs of the communities are met.
As the Adi Karmayogi Abhiyan progresses, it aims to create a model of governance where tribal citizens are active participants in shaping their development. This approach not only strengthens local governance but also aligns grassroots aspirations with the national vision of a developed India by 2047.
