Africa is facing a severe crisis. The continent has become the epicenter of global terrorism, posing a significant threat to peace, security, and sustainable development. UN Deputy Secretary-General Amina Mohammed recently addressed the Security Council, emphasizing the urgent need for effective counter-terrorism strategies. Her remarks highlighted the alarming statistics and the dire situation in various regions, particularly in Sub-Saharan Africa. As terrorism continues to escalate, it is crucial to understand the complexities of this threat and the necessary steps to combat it.

The Alarming Statistics of Terrorism in Africa

The statistics surrounding terrorism in Africa are chilling. Sub-Saharan Africa accounts for nearly 59% of all terrorism-related deaths globally. The Sahel region has become a hotspot for violence, with terrorism-related fatalities exceeding 6,000 for three consecutive years. Burkina Faso has emerged as a leader in this grim statistic, experiencing a staggering 68% increase in terrorism deaths. This surge in violence is not limited to one country; it has spread to West Africa’s coastal nations, where attacks have risen by over 250% in just two years.

Recent attacks underscore the severity of the situation. On January 8, 2023, Benin faced its deadliest assault since 2021, resulting in the deaths of at least 28 soldiers. Just days earlier, a military base in Nigeria was attacked, leaving six soldiers dead. These incidents serve as a grim reminder that the violence is not only persistent but also escalating. Additionally, lesser-known groups like “Lakurawa” are conducting cross-border attacks in Nigeria, Niger, and Chad, further complicating the security landscape. The threat is not confined to one area; it is a continent-wide crisis that demands immediate attention.

The Human Impact of Terrorism

The consequences of terrorism extend far beyond statistics. The impact on communities, particularly women and children, is devastating. Terrorist groups often exploit women through sexual and gender-based violence, forced marriages, and abductions. These acts create profound trauma that reverberates through entire communities. Families are displaced, livelihoods are destroyed, and the social fabric necessary for resilience is torn apart.

Youth are particularly vulnerable in this crisis. The marginalization of young people, coupled with soaring unemployment rates, leaves them susceptible to extremist ideologies. If action is not taken, an entire generation risks being lost to the horrors of terrorism. The need for inclusive and resilient societies is more pressing than ever. Addressing the root causes of terrorism, such as poverty and inequality, is essential to prevent radicalization and recruitment.

To effectively counter terrorism in Africa, a multifaceted approach is necessary. First, addressing the drivers of terrorism is crucial. Terrorism thrives in environments marked by fragility, poverty, and inequality. When development regresses, and governance is weak, conditions become ripe for radicalization. Implementing the 2030 Agenda and Agenda 2063 for Africa can provide a roadmap for building inclusive and sustainable societies.

Second, a human rights-based approach to counter-terrorism is essential. Too often, counter-terrorism measures lead to human rights violations, which can further destabilize regions. Investing in local security institutions is vital for maintaining peace and stability. Law enforcement and judicial bodies must be equipped with the necessary training and resources to confront terrorism while safeguarding human rights.

Lastly, regional cooperation is key to any effective counter-terrorism strategy. Fragmented efforts only serve to empower terrorists. The African Union and its Counter-Terrorism Centre play a crucial role, but regional initiatives must also be prioritized. Strengthening the Economic Community of West African States (ECOWAS) Standby Force and operationalizing the Accra Initiative are steps in the right direction. A unified approach is essential to face the threat of terrorism collaboratively.
