Achievements of Special Campaign 4.0 and Preparations for Special Campaign 5.0

The Government of India is set to launch Special Campaign 5.0 from October 2 to October 31, 2025, focusing on the disposal of electronic waste in accordance with the E-Waste Management Rules 2022. This initiative aims to enhance space management and improve the workplace experience in field offices. Building on the success of Special Campaign 4.0, which ran from October 2, 2024, to August 31, 2025, the new campaign seeks to further promote cleanliness, waste management, and environmental responsibility across various public sector undertakings.
Achievements of Special Campaign 4.0
The recently concluded Special Campaign 4.0 has set a high standard for environmental initiatives, achieving significant milestones in cleanliness and waste management. During this campaign, the Ministry of Coal successfully cleaned over 78.46 lakh square feet of space and disposed of more than 9,865 metric tons of scrap, generating a revenue of โน38.27 crores from scrap disposal. According to a report from the Department of Administrative Reforms and Public Grievances (DARPG), the Ministry of Coal was recognized as the top performer in the category of space freed and ranked fourth in revenue earned among all ministries and departments of the Government of India. The ministry also achieved 100% disposal of public grievances and Prime Minister’s Office references, reviewing 71,632 files and weeding out 69,227.
Innovative Initiatives and Community Engagement
Special Campaign 4.0 introduced several innovative initiatives aimed at enhancing waste management and promoting community engagement. One notable initiative was the installation of AI Bins by Coal India Limited (CIL) for effective waste segregation and plastic bottle disposal. These bins are designed to be user-friendly and cost-effective, promoting social inclusion. Additionally, the campaign featured artistic projects, such as a “Golden Deer and Fawn” sculpture created from waste materials by CMPDI and a seven-foot sculpture of Netaji Subhash Chandra Bose crafted from scrap by BCCL in Dhanbad. The campaign also focused on efficient space management, with BCCL converting unused areas into a table tennis court, thereby enhancing employee well-being and work-life balance.
Preparations for Special Campaign 5.0
In anticipation of Special Campaign 5.0, the Ministry of Coal has conducted preparatory meetings to strategize and outline the campaign’s objectives. These meetings, held on August 26 and September 4, 2025, involved senior officials and nodal officers from CIL and its subsidiaries. During the first meeting, officials reviewed the achievements of Special Campaign 4.0 and discussed the various activities planned for the upcoming campaign. The second meeting focused on ensuring adherence to timelines and brainstorming new initiatives to enhance the effectiveness of Special Campaign 5.0. The Ministry aims to build on the successes of the previous campaign while introducing innovative strategies to further its commitment to environmental sustainability.
