Aadhaar Seeding for PM-KISAN Scheme

The PM-KISAN scheme, initiated by the Prime Minister in February 2019, aims to provide financial assistance to farmers with cultivable land. Under this initiative, eligible farmers receive an annual benefit of โน6,000, distributed in three installments directly to their Aadhaar-linked bank accounts. The scheme emphasizes transparency and efficiency, ensuring that funds reach farmers without intermediaries. Since its launch, the government has disbursed over โน3.90 lakh crore through 20 installments, showcasing its commitment to supporting the agricultural sector.
Direct Benefit Transfer and Technological Integration
The PM-KISAN scheme employs a Direct Benefit Transfer (DBT) system to ensure that financial assistance reaches farmers promptly. Payments are made based on verified data submitted by states and union territories through the PM-KISAN portal. To streamline the registration process and enhance transparency, the government has integrated various technological solutions, including the Public Financial Management System (PFMS), the Unique Identification Authority of India (UIDAI), and the Income Tax Department. Additionally, mandatory land seeding and Aadhaar-based payments have been implemented to further secure the distribution of benefits. This technological framework has significantly improved the efficiency of the scheme, allowing for immediate corrections in case of data discrepancies.
Aadhaar-Based Payment and Transaction Success Rates
Since the 13th installment, which covers the period from December 2022 to March 2023, Aadhaar-based payments have become mandatory for beneficiaries of the PM-KISAN scheme. This requirement has effectively reduced errors associated with account-based payments, which were often caused by data entry mistakes or changes in bank account details due to mergers. As a result, the 19th installment recorded an impressive transaction success rate of 99.92%. In instances where transactions fail, the system is designed to reprocess these payments regularly. Common reasons for transaction failures include issues with Aadhaar mapping or account closures. In such cases, farmers and relevant state authorities are promptly notified to rectify the errors, ensuring that benefits are released without unnecessary delays.
Grievance Redressal Mechanisms and AI Innovations
To address any issues faced by farmers under the PM-KISAN scheme, several grievance redressal mechanisms have been established. Farmers can seek assistance through the CPGRAMS portal, the PM-KISAN portal, and by submitting physical receipts or emails. In a bid to enhance the grievance resolution process, the government launched the AI-based Kisan eMitra Chatbot in September 2023. This innovative tool provides farmers with quick and accurate responses to their queries in their native languages, making the system more accessible. The chatbot is available across various platforms and currently supports 11 languages, including English, Hindi, and regional dialects. As of mid-July 2025, it has successfully resolved over 95 lakh queries from approximately 53 lakh farmers, demonstrating its effectiveness in improving communication and support for the agricultural community.
