UN Audit Committee Reviews Peacekeeping Operations

The Independent Audit Advisory Committee (IAAC) of the United Nations convened its sixty-ninth session from February 17 to 19 at the UN Headquarters in New York. The session was led by Chair Anton Kosyanenko, with all committee members present, including Vice-Chair Suresh Sharma, Dorothy Bradley, and Jeanette Franzel. This meeting focused on critical discussions regarding the UN’s internal oversight and financial management, particularly in relation to peacekeeping operations.
Key Discussions on Peacekeeping Budgets
During the session, the IAAC engaged in discussions with several high-ranking UN officials. One of the primary topics was the final program budget proposal for the support account for peacekeeping operations. Fatoumata Ndiaye, Under-Secretary-General for the United Nations Internal Oversight Services (OIOS), provided insights into the budget proposal for the period from July 1, 2025, to June 30, 2026. The committee reviewed the main highlights of the OIOS 2026 program budget proposal, which included critical aspects such as risk coverage and the impact of changes in peacekeeping operations on program delivery.
The discussions also addressed the ongoing external quality assessments, which are essential for ensuring accountability and transparency within the UN’s operations. The committee’s engagement with Ndiaye highlighted the importance of aligning financial resources with the UN’s peacekeeping objectives. This alignment is crucial for maintaining effective operations in challenging environments. The committee’s focus on these budgetary matters underscores its commitment to enhancing the efficiency and effectiveness of peacekeeping missions worldwide.
Updates on Financial Management and Risk Assessment
The IAAC also met with Chandramouli Ramanathan, Assistant Secretary-General and Controller, to discuss the support account for the peacekeeping budget for 2025/26. Ramanathan provided updates on the major decisions and outcomes from the seventy-ninth session of the General Assembly. The discussions included a thorough examination of risk management and the current financial situation of the UN.
Understanding the financial landscape is vital for the IAAC as it seeks to ensure that the UN can effectively respond to emerging challenges. The committee emphasized the need for robust financial oversight to mitigate risks associated with peacekeeping operations. The insights gained from these discussions will inform the committee’s recommendations and strategies moving forward. By addressing financial management and risk assessment, the IAAC aims to bolster the UN’s capacity to fulfill its peacekeeping mandates.
Enterprise Risk Management and Oversight Recommendations
Another significant aspect of the session was the discussion on Enterprise Risk Management (ERM) with Lisa Buttenheim, Assistant Secretary-General for the United Nations Department of Operational Support. The committee explored the risk treatment plan for critical areas under the department’s purview. This plan is essential for identifying and mitigating risks that could hinder the UN’s operational effectiveness.
The implementation of oversight recommendations was also a focal point of the discussions. Karen Lock, Director of the Department of Management, Strategy, Policy, and Compliance, provided updates on the progress made in implementing recommendations from the UN Oversight Advisory Committee Network. The committee reviewed the status of embedding ERM within other processes, which is crucial for ensuring a comprehensive approach to risk management.
The insights from these discussions will help shape the UN’s strategic direction in managing risks associated with peacekeeping operations. By prioritizing ERM, the IAAC aims to enhance the organization’s resilience and adaptability in an ever-changing global landscape.
Future Sessions and Continued Oversight
Looking ahead, the IAAC has scheduled its seventieth session for April 14-16 in Addis Ababa. This upcoming meeting will provide an opportunity to further discuss the findings from the current session and continue the dialogue on improving oversight and accountability within the UN.
