Urban Transformation Initiatives in India
The Ministry of Housing and Urban Affairs (MoHUA) is spearheading significant urban development initiatives in India. One of the key programs is the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), launched on June 25, 2015. AMRUT: A Vision for Sustainable Urban Development

The mission emphasizes the use of smart elements, including Supervisory Control and Data Acquisition (SCADA) systems, to enhance the efficiency of water supply and sewerage projects. As of now, 230 water supply projects and 146 sewerage projects have been implemented with SCADA technology across various states and Union Territories. This integration of technology not only improves service delivery but also promotes transparency and accountability in urban governance.
Under the AMRUT 2.0 framework, the initiative has expanded significantly. The Technology Sub-Mission encourages start-ups and private entrepreneurship to develop innovative solutions for urban challenges. So far, 1,482 water supply projects and 241 sewerage projects have been approved under this new phase, all incorporating SCADA systems. This approach not only enhances the quality of urban services but also fosters economic growth by creating opportunities for local businesses and entrepreneurs.
Capacity Building for Urban Local Bodies
Capacity building is a crucial aspect of the AMRUT initiative. MoHUA is committed to improving the skills and knowledge of Urban Local Bodies (ULBs) and their functionaries. The ministry has set a target to train 45,000 functionaries, and it has already exceeded this goal by training 57,134 individuals. These training programs are designed to empower ULB officials, elected representatives, and community members, including women, to effectively manage urban services.
Under AMRUT 2.0, capacity-building programs are extended to a wider audience, including contractors, plumbers, plant operators, students, and citizens. This inclusive approach ensures that all stakeholders are equipped with the necessary skills to contribute to urban development. Furthermore, MoHUA has established four Centres of Excellence (CoE) in different regions to provide certified training in urban planning and design. These institutes receive substantial funding to enhance their capabilities and support the training of civil servants, municipal officials, and young professionals.
Empowering Women through AMRUT Mitra Initiative
The AMRUT Mitra initiative is a significant step towards empowering women in urban areas. This program actively involves Self Help Groups (SHGs) in various aspects of water management, including demand management, quality testing, and infrastructure operations. By engaging women in these critical areas, the initiative not only promotes gender equality but also enhances the overall effectiveness of water sector projects.
To date, 1,762 projects worth ₹140 crore have been approved under the AMRUT Mitra initiative. This funding supports various water-related projects that directly benefit communities. By involving women in decision-making processes and project implementation, the initiative fosters a sense of ownership and responsibility among community members. This empowerment is essential for sustainable urban development, as it ensures that the needs and perspectives of all citizens are considered.
Smart Cities Mission: Transforming Urban Landscapes
In addition to AMRUT, the Smart Cities Mission (SCM) is another vital program aimed at transforming urban landscapes in India. Three cities in Chhattisgarh—Atal Nagar, Bilaspur, and Raipur—have been selected under this mission. A total of ₹1,351.63 crore has been allocated to these smart cities, with significant funds directed to each city to enhance infrastructure and services.
The Smart Cities Mission focuses on creating sustainable and inclusive urban environments through the use of technology and innovative solutions. The funding supports various projects that aim to improve urban mobility, waste management, and public safety. By investing in smart technologies, these cities are better equipped to address the challenges of urbanization and improve the quality of life for their residents.
