DGFT Launches Enhanced eCoO 2.0 System for Exporters

The Directorate General of Foreign Trade (DGFT) has unveiled its upgraded Certificate of Origin (eCoO) 2.0 System. This significant enhancement aims to streamline the certification process for exporters and improve overall trade efficiency. With the introduction of user-friendly features, the new platform is set to make exporting easier and more accessible for businesses across India.

Key Features of the eCoO 2.0 System

The eCoO 2.0 System comes with several innovative features designed to simplify the certification process. One of the standout features is the multi-user access capability. This allows exporters to authorize multiple users under a single Importer Exporter Code (IEC). This flexibility is crucial for businesses that require different team members to manage various aspects of the export process.

Additionally, the system now supports Aadhaar-based e-signing alongside traditional digital signature tokens. This change offers exporters more options for signing documents, making the process quicker and more efficient. The integrated dashboard is another valuable addition. It provides seamless access to eCoO services, Free Trade Agreement (FTA) information, trade events, and other essential resources. Furthermore, the platform introduces an in-lieu Certificate of Origin feature, enabling exporters to request corrections to previously issued certificates through a straightforward online application process. These enhancements collectively aim to reduce the time and effort involved in obtaining necessary certifications.

Mandatory Electronic Filing and Trade Facilitation

Starting January 1, 2025, electronic filing of Non-Preferential Certificates of Origin will be mandatory through the eCoO 2.0 platform. Exporters can access this service via the official website at https://trade.gov.in under the โ€œGet Certificate of Originโ€ section. This initiative is part of a broader effort to facilitate trade and improve the Ease of Doing Business in India.

The eCoO 2.0 platform currently processes over 7,000 eCoOs daily, which includes both preferential and non-preferential certificates. It connects 125 issuing agencies, including 110 national and regional chambers of commerce and industry. The system also involves over 650 issuing officers and encompasses all Indian exporters under one unified platform. This streamlined approach significantly enhances turnaround times for exporters, making it easier for them to navigate the complexities of international trade.

Introduction of Back-to-Back Certificates of Origin

In a further effort to enhance trade efficiency, DGFT has introduced the procedure for obtaining online Back-to-Back Certificates of Origin (Non-Preferential). These certificates are specifically designed for goods that are not of Indian origin but are intended for re-export, trans-shipment, or merchanting trade. The issuance of these certificates is based on documentary evidence from the foreign country of origin.

The Back-to-Back Certificate of Origin ensures transparency and accuracy by explicitly detailing the origin of the goods and the supporting documents required. This initiative not only simplifies the certification process but also accelerates processing times. It is particularly beneficial for global supply chains that involve intermediary trade through India. By facilitating these transactions, the enhanced eCoO 2.0 system demonstrates DGFT’s commitment to supporting Indian exporters and improving the overall trade environment.
