Launched with an outlay of ₹3,03,758 crore, the scheme aims to enhance the quality and reliability of power supply while ensuring financial sustainability within the distribution sector. The Union Minister emphasized that the effective implementation of RDSS is crucial for reducing Aggregate Technical and Commercial (AT&C) losses and bridging the gap between Average Cost of Supply (ACS) and Average Revenue Realized (ARR).
During the meeting, Shri Shripad Yesso Naik elaborated on the scheme’s objectives, stating that it seeks to build consumer trust by improving service quality. He stressed the importance of executing sanctioned projects promptly to achieve the desired outcomes. The RDSS not only aims to enhance infrastructure but also focuses on training and capacity building within the sector. This comprehensive approach ensures that all distribution utilities, including state and union territory power departments, can access financial assistance to meet their specific needs.
Progress and Achievements Under RDSS
The meeting also reviewed the progress made under the RDSS. To date, 45 meetings of the Monitoring Committee have been convened, leading to the approval of smart metering works covering approximately 19.79 crore smart consumer meters. Additionally, significant investments have been sanctioned for loss reduction initiatives across 32 states and union territories. The Union Minister noted that works worth ₹1.12 lakh crore are currently in various stages of implementation.
The introduction of smart meters has been a game-changer for utilities in states like Assam and Bihar. Reports indicate that consumers in Assam have saved an average of 50 units per month after the installation of smart meters, thanks to accurate billing and better tracking of consumption. This not only benefits consumers but also helps distribution companies reduce losses, ultimately leading to a more sustainable power sector.
Future Directions and Consumer Benefits
Looking ahead, the Union Minister called upon state governments to actively promote Rooftop Solar Schemes, which are designed to alleviate the challenges consumers face when installing Renewable Energy Systems (RES). The Ministry of Power has already taken steps to simplify the installation process, such as waiving the requirement for a Technical Feasibility Study for connections up to 10 kW. These initiatives aim to enhance the quality of services and promote the ease of living for consumers.
The meeting concluded with a commitment to incorporate the valuable suggestions provided by the members of the Consultative Committee. The Union Minister emphasized the need for a stable and high-quality power supply, which is essential for consumer satisfaction and economic growth. As India continues to modernize its power sector, the RDSS stands as a vital framework for achieving these goals, ensuring that the country can meet its growing energy demands efficiently and sustainably.
