Capacity Building for Sri Lankan Civil Servants
The National Centre for Good Governance (NCGG) has launched its 6th Capacity Building Program aimed at enhancing the skills of mid-career civil servants from Sri Lanka. This two-week program, running from December 9 to December 20, 2024, is designed to equip 40 participants with essential knowledge in governance and administration. The attendees include Divisional Secretaries, Assistant Divisional Secretaries, District Secretaries, and Assistant Commissioners from various ministries, including Public Administration, Home Affairs, Agriculture and Livestock, and Health.
Inauguration and Objectives of the Program
The program was inaugurated by Dr. Surendra Kumar Bagde, IAS, the Director General of NCGG. He welcomed the participants and praised the diverse representation among them. Dr. Bagde emphasized that the program aims to provide a comprehensive understanding of governance. He highlighted the importance of sharing India’s best practices in various domains, which can significantly benefit the participants.
Dr. Bagde outlined the key areas of focus for the sessions. These include basic administration, policy frameworks in healthcare, and public administration. The discussions will also showcase successful models that can serve as valuable demonstrations for the participants. A significant emphasis will be placed on the role of technology, particularly artificial intelligence (AI), in transforming governance. Dr. Bagde also pointed out the strength of India’s waste management systems, especially in urban areas, and the effective handling of non-biodegradable waste. This knowledge will be shared as part of the learning experience.
Program Structure and Learning Opportunities
Dr. A.P. Singh, the Assistant Professor and Course Coordinator at NCGG, provided an overview of the program. The two-week curriculum covers a wide range of topics, including the changing paradigm of governance, E-Office, Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana, and the impact of climate change. Participants will also engage in field visits to various institutions, including the Forest Research Institute, District Administration in Ghaziabad, and a Cyber Security Cell in Noida. These visits aim to provide practical insights into effective governance practices.
The program also includes a visit to the iconic Taj Mahal, which adds a cultural dimension to the learning experience. Participants will have the opportunity to observe and learn from successful governance models in action. This hands-on approach is designed to enhance their understanding and application of the concepts discussed during the sessions.
NCGG’s Commitment to International Training
The NCGG has a long-standing commitment to training civil servants from India and other countries. Since its establishment in 2014, the center has successfully trained 214 senior officers from Sri Lanka alone. In total, NCGG has trained officers from 34 nations, including Malaysia, Oman, and Afghanistan. This diverse training experience enriches the learning environment and fosters international cooperation.
The program is coordinated by a dedicated team, including Dr. A.P. Singh, Dr. M.K. Bhandari, and Shri Sanjay Dutt Pant. Their collective expertise ensures that the training is relevant and impactful. The NCGG continues to play a vital role in enhancing governance capabilities across borders, promoting mutual cooperation, and leveraging technology for better governance outcomes.
