The PM GatiShakti National Master Plan (NMP), launched by Prime Minister Shri Narendra Modi on October 13, 2021, has completed three successful years. This plan has brought significant changes to how India builds and manages its infrastructure, making it more efficient, faster, and aligned with the country’s long-term development goals.
A Paradigm Shift in Infrastructure Planning
At an event celebrating the third anniversary, Union Commerce and Industry Minister Shri Piyush Goyal praised the plan, stating, “PM GatiShakti has changed the way India plans and completes infrastructure projects.” He noted that by connecting data from many ministries and states, the government has created a system that is faster, more transparent, and produces better results. Projects are being completed more quickly, logistics costs are reduced, and services are reaching even the most remote areas of the country.
Shri Amardeep Singh Bhatia, Secretary of the Department for Promotion of Industry and Internal Trade (DPIIT), highlighted that the plan has sped up infrastructure development by using geospatial technology. He explained that more than 44 Central Ministries and 36 States/UTs have joined the platform, making infrastructure planning easier and more coordinated.
Key Achievements of PM GatiShakti
Whole of Government on One Platform
The PM GatiShakti platform now integrates 44 Central Ministries and 36 States/UTs, with over 1,600 data layers. This makes it a vital tool for planning and executing infrastructure projects across the country. More than 200 large infrastructure projects have been reviewed and approved under this plan, focusing on multi-modal connectivity, last-mile connections, and logistics efficiency.
Extending to the Social Sector
The plan has expanded beyond infrastructure, helping social sector ministries improve essential services like education, healthcare, and tribal development. By identifying gaps in services such as schools, hospitals, and anganwadis, the platform ensures that all areas, including remote and underserved regions, benefit from India’s growth.
State Master Plans for Regional Growth
All 36 States/UTs have developed their own State Master Plans (SMPs), which align with the National Master Plan. This approach helps the states streamline their investments in infrastructure and ensures that regions develop in a balanced way. So far, over 533 projects have been mapped on the PM GatiShakti portal by various states.
Boosting EXIM and Trade
The PM GatiShakti plan is closely linked with the National Logistics Policy (NLP). It has helped reduce infrastructure gaps, lowered logistics costs, and improved India’s rank in the World Bank’s Logistics Performance Index, rising from 44 in 2018 to 38 in 2023. This boost in logistics efficiency is vital for India’s global trade and export-import (EXIM) operations.
Regional Workshops and Stakeholder Engagement
In the spirit of cooperative federalism, five regional workshops have been conducted over the past three years. These workshops, which involved Central and State Governments, focused on sharing best practices and showcasing successful projects. This collaborative approach has helped build strong local support for the GatiShakti framework.
Data-Driven Development for Sustainability
The PM GatiShakti platform uses advanced GIS-based tools and real-time monitoring systems to make decisions faster and more accurately. These tools ensure that infrastructure projects are finished on time and within budget, reducing delays and cost overruns. This data-driven approach also supports India’s goal of achieving Net Zero emissions by 2070, as it promotes the use of green infrastructure and sustainable logistics solutions.
Training and Capacity Building
Since the PM GatiShakti plan relies on advanced geospatial technology, there has been a strong focus on training government officials. Over 20,000 officials have completed a training course on PM GatiShakti through the iGoT platform. Additionally, all Central Training Institutes (CTIs) now include PM GatiShakti in their training programs for officers. Around 150 training sessions have also been conducted, engaging over 1,000 officials from various ministries and states.
Expanding GatiShakti to Districts
Looking ahead, the PM GatiShakti plan will continue to evolve. A new District Master Plan portal is being developed to help state and district authorities collaborate on local infrastructure projects. This district-level approach will ensure that smaller towns and cities also benefit from multi-modal infrastructure and contribute to the development of Smart Cities and Industrial Corridors.
International Collaboration
The government is working to promote the PM GatiShakti model internationally, sharing its success with neighboring countries like Nepal, Bangladesh, Sri Lanka, and others. Diplomatic efforts are also underway to extend the use of geospatial technology for integrated infrastructure planning in developing nations.
