Empowering SC Students: Government Boosts Scholarship Access

The Ministry of Social Justice and Empowerment is actively enhancing its scholarship initiatives to provide equitable education opportunities for Scheduled Caste (SC) students throughout India. With advances in technology and robust outreach programs, the Ministry is committed to ensuring timely financial support and transparent distribution of scholarship benefits to eligible students across the nation.

This commitment was highlighted by Minister of State for Social Justice and Empowerment Shri Ramdas Athawale, who addressed these efforts in a recent written reply in the Lok Sabha. He detailed the ongoing implementation of three significant scholarship programs aimed explicitly at Scheduled Caste students: the Post-Matric Scholarship for Scheduled Castes (PMS-SC), the Pre-Matric Scholarship for Scheduled Castes and Others, and the SHREYAS – Scholarships for Higher Education for Young Achievers Scheme for Scheduled Castes. Each program is designed to mitigate financial obstacles and enhance access to quality education for these students.

Scholarship Impact in Karnataka

In the academic year 2025–26, a total of 13,550 students from Chikkaballapura district of Karnataka benefitted from these scholarship programs. Specifically, 8,460 students availed assistance through the Post-Matric Scholarship Scheme, while 5,090 students received support under the Pre-Matric Scholarship Scheme. However, no beneficiaries from this district utilized the SHREYAS-SC Scheme during the same period.

Direct Benefit Transfer Enhancements

The Minister also updated the House on the Direct Benefit Transfer (DBT) system introduced to streamline scholarship disbursement. The DBT was first implemented under the Post-Matric Scholarship Scheme in 2021–22 and further extended to the Pre-Matric Scholarship Scheme in 2022–23. This system improves the scholarship process by directly transferring funds to beneficiaries’ Aadhaar-linked bank accounts, thereby minimizing delays and increasing transparency.

Particularly for students from rural and semi-urban areas, this technology-based approach has been crucial in ensuring that financial support is received promptly.

Awareness Programs and Evaluation

To enhance student awareness about available scholarships, the Department has rolled out extensive outreach initiatives across India. These efforts include advertisements in both national and regional newspapers, social media campaigns, and continuous collaboration with State and Union Territory officials. Regular monitoring through national conferences and regional meetings aims to improve the schemes’ implementation and coverage.

Furthermore, while the Ministry has not conducted a specific assessment of dropout rates among Scheduled Caste students, an evaluation by NITI Aayog indicates that these scholarship schemes are vital in promoting educational equity and encouraging students from disadvantaged communities to continue their education.

Commitment to Higher Education

The Minister mentioned that any updates to the maintenance allowance under these scholarship schemes occur with stakeholder consultation, adhering to governmental procedures. The Government’s ongoing efforts seek to empower Scheduled Caste students through accessible and transparent scholarship programs that promote educational opportunities, dismantling financial barriers and advancing social justice. Through continued reforms and digital governance, the Ministry is dedicated to ensuring no eligible student is left without the educational assistance they need.
