India Launches Groundbreaking Skills Outcomes Fund for Youth
In a pioneering move, the Government of India has initiated the Skills Outcomes Fund, aimed at creating expansive opportunities for youth from low-income backgrounds. Minister of State for Skill Development and Entrepreneurship, Shri Jayant Chaudhary, unveiled this first-of-its-kind initiative to link investments directly to verified employment results, thereby revolutionizing the nation’s skilling ecosystem.
The Skills Outcomes Fund aspires to unlock sustainable livelihoods for disadvantaged youth across India, becoming the largest outcomes-based financing initiative of its kind globally. This initiative underscores India’s commitment to future-ready policies, highlighted during the Outcomes Finance Alliance Summit 2026 held in Cape Town, where Minister Chaudhary emphasized aligning public policy with private capital.
Collaborative Approach to Skilling
The fund will be implemented by the National Skill Development Corporation (NSDC) in cooperation with various philanthropic organizations, showcasing an innovative partnership model for advancing outcomes-based approaches to skilling. “India’s skilling journey is entering a new phase, one that places outcomes at the center of our efforts,” Minister Chaudhary affirmed during a roundtable discussion hosted by the British Asian Trust.
The initiative focuses on ensuring that the skills acquired by young individuals translate into meaningful employment, thereby enhancing their dignity at work. “By harmonizing efforts between government, industry, and philanthropic sectors, we can achieve significant impact and broaden livelihood pathways for India’s youth,” he added.
Shifting the Narrative from Inputs to Outcomes
As outlined by Ms. Manisha Sensarma, Senior Economic Adviser at the Ministry of Skill Development and Entrepreneurship, the policy focus is transitioning from mere input metrics to concrete outcomes. Outcomes-based financing is anticipated to enhance accountability, boost program efficiency, and guarantee that investments yield direct employment results. The Skills Outcomes Fund is a compelling step towards embedding this approach into India’s human capital strategy.
Mr. Arunkumar Pillai, CEO of NSDC, emphasized the importance of aligning incentives across all stakeholders—training providers, employers, and the government—around verified outcomes. The Skills Outcomes Fund aims to build upon the successful Skill Impact Bond launched in 2021, which has already trained over 34,000 individuals, with impressive job placement and retention rates.
Engagement with Diverse Partners
The funder roundtable discussions fostered valuable insights on scaling outcomes-based financing in India’s skilling landscape and mobilizing long-term capital for favorable employment outcomes. Participants included representatives from pivotal organizations such as GAIL, Hindustan Unilever, the Gates Foundation, and others, highlighting the growing momentum behind financing models that support robust employment pathways.
This initiative marks a strategic shift in the design and financing of skilling programs, moving from traditional success measures to a focus on job placements, career advancements, and retention. The Skills Outcomes Fund aims to align with the Government of India’s vision under Viksit Bharat 2047, advocating for an inclusive workforce.
By linking investments in skills training with real employment results, the Skills Outcomes Fund represents a systemic transformation that could unlock vast opportunities for millions of young people in India, reinforcing the country’s leadership in outcomes-based financing in the skills sector.
